With his current Psychic Power limit of 322, the only ones who could possibly surpass him were the Ascenders who had maxed out their limit at 500 points during the eighth Rule Stage.

But those people were a tiny minority. Besides, some of them were still plagued by the Mind Lock and hadn’t made an inch of progress for two straight months.

Guan Tong was confident that at his current rapid rate of growth, it wouldn’t be long before he could catch up and surpass those who had maxed out their limits.

At that point, when facing the vast majority of Ascenders, as long as he had the "Civilization Observer" title equipped, he would be able to perceive the effects of their abilities and items through the passive "Eye of True Sight."

This would give him a massive advantage if a conflict were to break out. Any enemy trying to ambush him with an ability or item that had a special effect would find its effectiveness greatly diminished before the Eye of True Sight.

After a moment of thought, Guan Tong turned his attention back to the *Qimo Star Chronicles* itself.

He felt that the story of Qimo Star needed to be shared.

If only a few fragment holders and the factions behind them knew bits and pieces of the story, it would be of little significance to humanity as a whole.

Human emotions are universal. He believed that others, upon seeing the murals, would share the same worries and thoughts he did, and would also start thinking about the future of humanity on Celestial Water Star.

Perhaps that would prompt people to stop their infighting and work together to fight the rules—instead of focusing on the "selection," constantly competing with one another for the right to qualify.

If things ended up like they did on Qimo Star, where only a few individuals survived the competition, would that really be a good outcome?

Guan Tong didn’t believe that the few Exotic Beasts guarding the Fog Gates considered themselves happy.

’As a human, I’ll do my part for our entire species. Even if the final outcome isn’t what we hope for, at least we will have tried.’

With this mindset, he logged into Ascender’s Home and made a post in the [Webmaster Realm] section.

This section had only ever had two posts before, both selling intel on the rules. The moment this third post appeared, it caused an immediate sensation.

"Oh my god! I can’t believe the ninth rule contained so much information! I always thought it was just mist and monsters!"

People replied with immense enthusiasm, and everyone had a different feeling about this piece of history.

Some felt terror, others were filled with melancholy, and still others drew lessons and began considering countermeasures.

Just like the general public, government officials from every nation received the information immediately. After reading it, the decision-makers were filled with both shock and dread.

If humanity was headed for a similar fate, then what was the point of the overt and covert struggles between nations? It was just a waste of manpower and material resources that would be better spent fighting the rules and the Fire Thieves.

Furthermore, the collapse of numerous nations during the tenth Rule Stage had already created a vast number of stateless refugees. Ignoring them would lead to a massive humanitarian disaster. With human life now so precious, wasn’t letting them die an enormous loss?

The remaining nations also felt a chilling sense of shared vulnerability, fearing they would be the next to collapse. They were all desperate to do something.

Thus, with Guan Tong’s post as the catalyst, high-level officials from all countries began frequently calling the offices of their foreign counterparts.

Discussions, research, negotiations, and coordination followed.

Finally, on April 29th, just two days before the release of the eleventh Apocalypse Rule, a joint declaration signed by all thirty-four of the world’s remaining nations was announced on live television.

The declaration was titled the *Human Unity Declaration*. People all over the world watched on the live broadcast as their own heads of state read it aloud.

"A full year has passed since the first Apocalypse Rule was issued. At this historic moment, we, humanity, are undeniably facing a clear and imminent common threat. This threat transcends all borders, races, creeds, and ideologies, directly challenging the continued existence of human civilization and the future of life on Celestial Water Star.

"In this time of great peril, we recognize that old conflicts have lost their meaning. The fate of the individual is inextricably linked with the fate of the collective."

"Based on our shared reverence for life and our common desire to survive, we have decided to set aside all disputes, to gather the strength, wisdom, and resources of all humankind, and to issue this joint declaration:"

"Humanity is one. The diversity of our nations, peoples, and cultures is a source of our strength, not a line of division. Under the threat of the Apocalypse Rules, we pledge to act as a unified whole."

"Celestial Water Star is our shared home, and we have an undeniable responsibility to protect it. We will, with the greatest determination and perseverance, defend our home, safeguard every life, and ensure the continuation of human civilization."

"To this end, we, the thirty-four nations, pledge to tear down the walls that have siloed our knowledge. Scientific discoveries, technological achievements, medical expertise, and strategic resources will all be shared in service of responding to the Apocalypse Rules and protecting humanity."

"We also solemnly declare that, effective immediately upon the signing of this declaration, all military confrontations and hostile actions between nations shall cease. Our armed forces will henceforth be used to defend against the rules, carry out humanitarian aid, and undertake engineering and construction missions."

"To ensure the effective implementation of this declaration, as of its issuance, the thirty-four nations will jointly establish the ’Human Federation Committee’ and create the following mechanisms:"

"First, we will establish a multinational joint command center to coordinate a global response to all Apocalypse Rules, share intelligence on the rules, and ensure that decision-making is efficient and implementation is swift."

"Finally, with this declaration as our witness, we, all of humanity, make this solemn vow:"

"All of humanity will stand together, sharing a common fate."

"For those who live today, and for the generations yet unborn, we will fight until our last breath. Until the dawn arrives, or until our story is written among the stars."
