Originally, they intended to secretly accept disciples, passing on their knowledge and revealing identity later, but Zhao Hanzhang offered too much.

She established the Observing Things Department, made it independent from the Central Secretariat, Ministry of Supervision and Ministry of Personnel, and assigned Fu Tinghan to manage it, how could they remain indifferent?
