Attribute Enhancement was self-explanatory: it added to Attributes and was consistent.
Effect Enhancement, however, was different.
Take his old friend, the Fishman Bone Fork. Its bonus effect was: "The user gains a faint attack bonus when throwing."
After Luo Ge enhanced it to +2, its effect became this:

There was a slight improvement—not zero, but just barely better than nothing. In Luo Ge’s opinion, it was far less noticeable than a simple +2 Power bonus.
But of course, this was because the Fishman Bone Fork’s base effect was so weak to begin with.
If the base effect had been a "significant boost," then the enhancement would build upon that, and its killing power would definitely be far greater than an Attribute Enhancement on a weapon of the same Quality.
In summary:
Attribute Enhancement’s strength was its stability, but its potential was low.
Effect Enhancement offered a greater magnitude of improvement, with a high ceiling but also a very low floor.
Having concluded his analysis, Luo Ge put everything away.
He stared at the Sin Furnace for a moment, then glanced thoughtfully at the palm of his hand.
A moment later, the Broken Sword appeared in his hand.

’Even though the Spirit Candle’s feedback suggests the island isn’t dangerous, it’s always better to be cautious...’
