​Vaelar, the strongest of the three elven commanders, shook his head in immediate disagreement.

If we place weak administrators on the throne, violent rebellions will spark within a month. We must appoint our most ruthless elite platoon leaders to crush any resistance before it even forms."

"No, commander Vaelar," Zestia countered smoothly.

​"Fear only works until the oppressed find a bigger weapon. If we bleed these planets dry through constant martial law, their economies will collapse. They will become entirely useless to the Zenith Empire. We need a proper balance."

​Noir smiled gently, saying: "Why not both? Let us give them a public tyrant to fear, and a shadow intelligence to manage the real work."

​Neo listened quietly to his inner circle debate. He raised a single hand, instantly silencing the massive room.

​"Noir has the exact right idea. We will implement a dual leadership system for all 48 worlds. Vaelar, you will select 48 of our most brutal veteran vanguard captains to serve as the public World Kings. After final passing marks from us, their only job is martial suppression and enforcing imperial law."

​Neo turned his glowing gaze toward his mechanical advisor.

"Elena, you will manufacture 48 specialized hypermech units. These machines will act as the Grand Viziers for each World King. The machines will handle all planetary logistics, infrastructure, and tax collections. Furthermore, the machines will carry absolute override authority. If any of the organic World Kings decide to harbor rebellious thoughts, the hypermech will execute them immediately."

​Dr. Clark nodded in deep admiration at the flawless strategy.

Vaelar bowed his head in submission.

While Elena replied,

​"It shall be done, Your Majesty. The imperial factories will begin assembly tonight."

Neo seemed satisfied. But somewhere down the line, something unsettled him. As if something was watching his every move.
