Creators fulfill the roles of producers and cultivators within the Guardian Beast Master community.

This is why the various Heroic Cities allocate a large sum of funds to High Tier Creators each year: to ensure these Creators remain in their cities.

The High Tier Creators in each Heroic City primarily serve that city’s Celestial Destiny Seekers and other powerful experts.
