The witness list did not open as names.

Three locked strips hung in the hallway, each one showing a role, a partial event, and a black bar where the route wanted the person. Paperclip worker. Tray worker, Mavi. Lockbox signature.

Mara saw the strips through the shelter feed and lost color so quickly that Rose moved before anyone in the filing hall understood what had happened. Rose did not touch the tablet. She touched the blanket near Mara's hand and counted on her fingers where the camera could not see.

"Breathe before you answer," Rose said.

Mara obeyed because Rose had made the instruction small enough to survive. The first breath caught high. The second did not help much. The third lowered her shoulders by a little, and Jade used that little.

Jade angled the tablet until Mara could see the strips and not the crowd of faces waiting behind them. "You do not owe the route a name. Say that before procedure takes over."

Mara rubbed the blanket between two fingers. "I do not owe the route a name."

The route tried to file the sentence as coached. Rose's head came up. "Boundary is not coaching."

Omina backed her before Erebos could make the cheaper choice. "Boundary protects witness quality. Record the limit."

The label corrected itself to boundary before procedure. Mara read it twice, then looked at the strips again as if the order of them bothered her more than the black bars.

"Those are not sorted like witness files," she said. "They are sorted like damage control."

JJ leaned over her ledger, but this time she did not throw a question at Mara's face. She waited until Mara chose to continue.

"Mercy started with safe blame before knowledge," Mara said. "Staff conduct, transfer obstruction, patient privacy. If one mistake touched all three, the complaint chain got copied. Then the copies argued over who had to own the mess."

She looked down after saying it, not dramatic, just checking that her hands were still on the blanket. Rose slid the cup closer without putting it into her grip. Choice first. Rose kept returning the world to that.

JJ wrote the useful part. Department copies argued ownership.

Zunoder watched Mara over the locked strips. "Unstable source giving institutional habit."

Mara's flinch made Rose's hand close. Jade did not give Zunoder another lane to use. "Attack recorded. New question or sit inside the one you already made."

The route marked the repeated attack as low value. Waddell looked almost pleased by that and then forced his face back into work.

Mara kept her eyes on the strips. "Shortcut is copy order. Staff conduct would keep the worker role. Transfer obstruction would keep the lockbox receipt. Patient privacy would keep the shielded wristband."

The third strip shook first, then settled. Mara saw it move and swallowed.

Jade's voice softened without getting sweet. "Stop there?"

Mara looked at Rose. Rose gave the answer she always gave when a person was being turned into evidence. "You can stop."

"One more," Mara said.

Rose nodded. "One."

Mara put her thumb against the cup but did not lift it. "If the witness wants no legal name and no public face, start with transfer obstruction. That copy cares about movement more than identity."

The lockbox signature strip slid to the front. Mara flinched harder at the movement than she had at Zunoder's voice. Rose caught the blanket before it slid off her knees, and Jade cut the tablet angle lower.

"Still with us?" Jade asked.

Mara nodded, but Jade made her prove it. Mara named the shelter room, the cot behind her, the cup, Rose's hand, and the lack of any Mercy desk. The route tried to mark the grounding as delay until Waddell cut in.

"Delay protects witness quality."

The label corrected itself, grudging but usable.

Zunoder smiled then. "Movement more than identity. That helps me."

Ty felt the trap closing before Mara did. She had offered procedure, and Zunoder had found a way to make it sound like a person could be reduced to what they moved.

Rose answered before Mara reached for blame. "She gave procedure. You chose use."

JJ wrote both pieces. Procedure can be used by hostile party. Mara intent limited.

"Intent limited," Zunoder said. "Damage useful."

Mara looked down again. Jade made her look back up, not to comfort her, but to return her to the room where she still had control over the next answer.

"You stayed inside the limit," Jade said. "His use does not turn your procedure into permission."

Mara took the cup at last. She drank once and kept the next part small. "Transfer obstruction copy should have a receipt color."

The strip turned yellow.

Heissman leaned in despite himself. "Yellow means movement delay?"

"Yes," Mara said. "White was ordinary routing. Blue was medical. Yellow was delay. Pink meant someone was trying to keep a patient from being named in the wrong room."

Rose touched one finger to the blanket before Mara kept listing colors for safety. Mara saw the warning and stopped.

"Yellow is enough," she said.

The hallway produced a yellow receipt with the signature side still turned down. The top line named the cause as unauthorized handler interference.

Ty read it once, then again. The receipt knew hands and not reason. It knew who was easiest to blame.

JJ dragged the receipt toward the call-change notes. It resisted and pulled toward utility, as if old paper still remembered which drawer had fed it.

Omina touched the yellow edge. "Can that cause line be challenged?"

Rose answered the real question first. "Can she answer safely?"

Mara held the cup with both hands. "Yes. Short answer."

"Then only the answer," Rose said.

Mara looked at the receipt, not at Zunoder. "Cause lines were written by whoever wanted blame away from themselves."

The yellow receipt cracked at one corner.

JJ smiled, quick and sharp, then put the smile away before it asked Mara for more. "Biased cause line. Still record. Still challenged."

The receipt opened underneath.
