The strike through failed to bury the refusal.

The yellow sheet lay with its back side up. N. Vale's line sat near the corner, small enough that a rushed supervisor could pretend to miss it.

N.V. refused to initial release without check.

A darker mark crossed the sentence. The ink had dragged at the paper fibers, smeared where a thumb or the side of a stamp had caught wet ink.

Under the slash, the release line had been forced into place.

Release completed under override.

Ty kept his hands at his sides. The slash bothered him more than the stamp. A code had authorized the move, but a hand had dragged ink over the pencil. Maybe D. Creel's. Maybe the second support staff. Maybe someone who only wanted the cart out of the corridor before the next shift yelled.

The room kept refusing clean monsters. It kept giving him tired hands.

Hands were worse. Hands could shake. Hands could be scared of a supervisor. Hands could hurt someone while trying to finish a job before a louder badge noticed the delay.

Zunoder angled his folder toward the final line.

"Completion still gives the route its legal spine."

Omina kept her hilt low.

"The release was contested before the override finished it."

"Contested release can still be completed under emergency authority."

"Then emergency authority carries the objection with it."

The drawer accepted the pair without making them pretty. The release had been contested by N. Vale. The same release had been completed under override.

JJ tapped her pencil twice against the ledger and stopped before the sound became a habit.

"I want the hand that dragged ink across her refusal."

The sheet gave them paper fibers and a smear. It gave them no name.

Heissman leaned closer until his sleeve almost brushed the page. Anika made a small warning sound from the kitchen feed, and he pulled back.

"The slash is not pencil, and it came after the note."

JJ turned her pencil in her fingers.

"Tell me how you can read that without guessing."

"The pressure tears differently, and stamp ink sits in the paper differently."

Omina shifted the yellow sheet a finger's width, careful not to touch the crossed line.

"So someone marked the refusal near an approval stamp."

Heissman nodded.

"Someone used the stamp process to make the pencil look finished."

The drawer exposed the approval stamp by degrees. Release authorized under EA-0 emergency route. The letters were smaller than the refusal and cleaner than the slash.

JJ made a low sound and turned it into words before it could become theater.

"That code keeps putting its foot on working people."

Zunoder took the cleaner side.

"Emergency routing supplied authority for release at the recorded time."

Yun-Jin answered before Omina had to move.

"Emergency routing overrode a check requested by staff."

The drawer placed the two readings beside each other. Ty looked at them until the shape settled. The code had not asked whether the body breathed. N. Vale had. The route chose the code.

He wanted that to win something by itself.

The same fact proved the route had authority strong enough to move the cart.

Omina knew it. Her hand stayed steady anyway.

"Pull the check record before Zunoder turns absence into proof."

The yellow sheet folded smaller, as if the paper wanted to keep one corner hidden. The check record had only one useful fact. It had not been performed before release.

Zunoder's face settled into satisfaction.

"No contrary medical condition exists in the old record."

Omina looked at him across the table.

"No contrary check exists because the check never happened."

"The route cannot record what no one performed."

"The override moved the body before performance became possible."

The drawer accepted both claims. Ty felt the board cut in two directions. No contrary check existed. The request had been overridden before anyone could answer it.

He had learned to stand in that kind of hurt. It still made his shoulders lock.

Heissman looked at the yellow sheet with the expression of a man finding his own old lesson written in someone else's worse hour.

"There was a safeguard here, weak but still human."

JJ's pencil stopped against the paper.

"Use cleaner words only if they cost the truth nothing."

Heissman swallowed and tried again.

"A worker who handled the body asked for a check before release."

Yun-Jin kept her eyes on the stamp.

"The formal route moved without that worker's question."

Ty looked at safeguard until the word felt too polished. It was not a shield. It was pencil on the back of a warning sheet. It was a worker with a split nail refusing to initial a release nobody above her wanted slowed.

Calling it a safeguard made it sound built.

It had been improvised.

Omina reached the same place and wrote it that way. Staff made, not system provided. The drawer let the line in at low weight.

Zunoder left it alone.

That told Ty the line cut both ways. Staff made meant human. Staff made also meant weak. The route could treat a human refusal as friction rather than law.

Omina saw it too.

"Tell the room how that weakness helps your route."

The drawer answered before Zunoder had to. Informal safeguard, formal authority. JJ stared at the phrasing as if she wanted to scrape it off the air.

"That sentence is wearing decent shoes over dirty feet."

Yun-Jin's voice stayed controlled.

"It makes N. Vale's refusal easier to step over."

Omina corrected the weight.

"It makes N. Vale's refusal more expensive to make."

The correction entered low.

Low again.

Ty began to hate low less. Low was not victory. Low was a latch left badly set, and a badly set latch could be pulled by the right hand later.

Caelin's office feed flickered as another call entered his queue. His aide had a headset on now, one hand pressed to the cup as if pressure could make the caller kinder.

Caelin muted his side and typed into the shared channel. The director's office wanted a statement saying no staff misconduct had been found.

Waddell read the message aloud, then gave Jade the tablet angle.

Jade's reply came through his mic, flat enough to cut paper.

"You cannot clean misconduct before the review exists."

Caelin typed back that he had wanted a professional answer and had received a useful one.

The drawer marked the request before anyone could pretend it was only office chatter. Official misconduct language had been requested while staff handling records remained under review.

Omina's hilt lifted a little.

"Explain why public office language belongs in this release record."

Heissman answered with his eyes still on the stamp.

"A clean public statement would make staff handling look settled."

Zunoder picked up the thread because it helped him too.

"If misconduct language remains open, the staff lane remains contested."

Omina looked at Caelin's feed.

"Can your office refuse without burning the review channel?"

Caelin read the director's message again. His aide turned sharply before he spoke.

"I can refuse, but the refusal will collect a bill."

He typed slowly enough that everyone could see each sentence arrive. Staff handling records remained under review, so a clean misconduct statement had no basis. He recommended no statement.

The reply came almost at once, smooth and useless. His recommendation had been noted.

Caelin looked at those words for longer than they deserved.

"That means they plan to ignore the refusal politely."

Jade leaned closer to Waddell's mic.

"Take the screenshot before polite wording gets edited by someone."

Caelin's aide had already done it. Her hand shook once after the capture, then went back to the call queue.

The drawer accepted the refusal and the price. The clean misconduct line had been refused. Caelin's office standing dropped again.

Caelin rubbed one eye.

"My office standing is becoming a basement with phones."

JJ looked at the call stack.

"Basements with phones still know where files are kept."

He looked like he might laugh and chose work instead.

The yellow sheet shifted. A second handwriting line appeared beneath the override stamp. N. Vale had been sent to supply after the objection.

Anika's face changed.

Supply, kitchen, and laundry were where support staff disappeared when the main floor wanted them gone. A person could still work there. A person could still be paid. A person could also lose the corridor where their objection had mattered.

Omina wrote the consequence before Zunoder could turn it into reassignment.

"N. Vale was removed from the cart route after objecting."

Zunoder's answer came smooth.

"The objection ended, and the route continued through assigned staff."

Omina wrote the part he wanted skipped. The objection carried a consequence.

The next line opened carefully. Transfer completion belonged to the second support staff member, while the name stayed sealed under the staff-safety limit.

The sealed name held the room in place.

Ty wanted it open. He hated the want less than before, because now he knew what names did when they left the drawer too early. Caelin's phones were still blinking. Jade's public feed was still bleeding guesses. Anika's kitchen was still paying for evidence with slower food and shorter tempers.

The second support staff might have done harm. They might have followed orders. They might have taken the wrist band because someone told them correction belonged to another office.

The file wanted the name before the limits.

Omina kept the hilt down.

"We take the action first, and the name waits behind limits."
