The phones made the quiet worse.

They rang from Caelin's office in uneven bursts, then cut off as his aides picked them up one by one. Ty could hear only scraps through the tablet. A greeting. A refusal. Someone on the other end talking over the refusal.

Caelin's aide read from the first script with one hand pressed against his earpiece.

"Public office cannot identify children, shelter staff, or private witnesses."

The aide listened.

His face tightened.

"Public office can receive concerns about bridge display review."

Another pause.

"Threats will be documented and routed to enforcement."

Caelin looked at him for half a breath, then back at Omina.

"That is what cost sounds like when it leaves the page."

Jade's camera stayed low.

"Keep the cost there, away from the shelter."

Waddell added from behind the tablet, "And keep your callers away from people who already survived the thing."

A second aide stood behind Caelin with a legal pad pressed to her chest. She had written shelter, child, and witness in three separate boxes, then crossed each box out with the same hard line. Ty watched her add office intake below them. Her hand shook once before she capped the pen.

Caelin saw the shake and left it alone.

"Nobody improvises a better answer because the phone gets loud."

The aide nodded and stayed at her post.

Ty felt the pressure in his hand tighten around them.

Mara leaned closer to Jade's tablet. Rose stayed beside her, fingers folded together, giving Mara room without letting the room take too much.

Mara spoke slowly.

"In night work, silence was supposed to mean nobody found a problem. It was never supposed to mean nobody was shown the problem."

Zunoder turned to her.

"Night work depends on time limits. Waiting for every human response can create harm."

Mara's eyes lifted then.

"So you make the question small enough to answer. You do not hide the question."

That landed harder than anger.

Omina took it into the margin.

"Question visibility separates useful silence from real clearance."

The answer dragged, then opened a narrow lane.

JJ put her pencil down.

Caelin's aide flinched at the same time another call lit up behind him.

The difference sat cleanly in Ty's hand. Form belonged to the office that printed a path. Use belonged to the person standing in front of the panel with a box, a label, and no warning. The file wanted the first one. The room had started measuring the second.

Caelin's aide finally answered the ringing call, listened for two breaths, and looked at Caelin.

"They are asking whether the review chair belongs to public office."

Caelin's eyes stayed on Omina.

"Tell them chair ownership remains sealed during active review. Tell them complaint routing remains public office."

The aide repeated it into the phone.

The caller must have hated that answer. The aide's shoulders went stiff.

Waddell said, "That one learned where the desk lives today."

Jade's voice stayed low.

"Desks can file police reports when callers threaten them."

Caelin accepted that with a small nod.

Omina tapped the source office line.

"Open the release holder's role without naming the office."

Zunoder's expression shifted. He had been waiting for chair ownership. Omina went under it.

Ty saw the shift and understood why.

No one corrected the grammar.

It was ugly because it was accurate.

Caelin's aide lowered the phone.

"The caller wants to know whether the quiet flag means the review passed."

Caelin's face looked older in the feed.

"Tell them the quiet flag is under review for manufactured silence."

His aide repeated the sentence.

Omina wrote manufactured silence.

The words stayed.

Ty felt his hand ease for the first time since the phones started ringing. The ease was small and mean, but it gave him a better target.

The clean box passed for a worse reason than agreement.

It had passed because the only people who could have stopped it were turned into quiet.
