If the number of producers, such as plants, drops to a certain level, or the population of herbivores exceeds the upper alert threshold, a culling mode will be activated.
Carnivores will be allowed to enter and hunt the herbivores, or the herbivores will be driven to other areas until their numbers fall below the lower alert threshold.
Only when the producers in that area have recovered to normal levels will herbivores be permitted to migrate back in.

However, these rules of competition have exceptions for certain special groups within the territory. These groups include territory employees (denizens with formal jobs, including various soldier types, little elves, etc.), intelligent beings of the territory (those who have reached the graduation level of Wisdom Seedling Primary School), and territory heroes.
No member of the territory may attack these special individuals. Of course, these individuals are also forbidden from randomly attacking other territory members. They are the ultimate consumers of the territory, as well as the architects, maintainers, and key participants in its ecological balance.
The territory will provide these groups with suitable and sufficient food and supplies, freeing them from worrying about their basic necessities.

After the new rules were implemented, the birds and beasts were the most affected.
Among the recruitable denizens, the little elves (including the Great Elves) are all producers. The mutated Slime race are also important producers for the territory. The evolved elves are all heroes, while the differentiated pixies are extremely intelligent, easily graduating from primary school and moving on to middle school.
The Dwarf Race possesses an innate, Extraordinary talent for forging. As the most important creators of the territory’s Spiritual Equipment, the territory builds a dedicated Blacksmith Shop for every qualified Master Blacksmith. Those dwarves who do not become Master Blacksmiths work and learn in these Blacksmith Shops. They, too, are all considered public servants.
There are also the numerous plant people, who form an important part of the territory’s defensive lines and are also producers.
Only the birds and beasts, due to their vast number of internal races, huge differences in habits, and varying levels of talent, have many members who cannot meet the conditions to enter the Inner Ring.
Although their intelligence is much higher than their wild counterparts thanks to the nourishment of Spiritual Energy, they are still a long way from having every member graduate from primary school.
Furthermore, the settlements for each race in the Middle Ring are limited in size and cannot accommodate them indefinitely.
The territory’s daily expansion does not directly enlarge the settlements. Although they can live in the Middle Ring outside of a settlement, they do not enjoy the same absolute safety and must take on some risk. Food is also not as plentiful.
Therefore, after the new regulations were put into effect, the pressures of life forced many ordinary animals with average talent to migrate to the Middle Ring. A smaller, more aggressive minority entered the Outer Ring.
However, pregnant animals receive care from the territory and are allowed to go to the Inner Ring to give birth.
The newborns also receive the territory’s care. Of course, they can also be raised by their parents, during which time the territory will also cover their basic necessities.
The young can enter school to study before they mature, or they can leave their original families and enter school after reaching maturity.
To address the issue of some races having a very short growth period to maturity, the territory allows denizens under the age of three to start their education at the Spiritual Child Kindergarten.
