Draco clasped Edward's hand. The flame stayed above their joined fingers, giving warmth without marking either of them.
"Pleasure working with you," Draco said.
"While we both choose it," Edward replied.
"You make friendship sound like a treaty."
"A treaty would have more witnesses."
Draco released him and immediately demanded an emblem.
"Every important society has one. Something people recognize without our explaining it."
"We have existed for six seconds."
"Then we are already behind."
Edward ended the flame and wrote emblem under unresolved questions. Draco objected to the category until Edward let him sketch in the margin. A serpent appeared first, followed by a raven and a burst of fire large enough to consume both.
"Subtle," Edward said.
"It is a first draft."
"Is the person wearing it meant to survive?"
Draco reduced the fire.
They turned to membership. Draco proposed Pansy because her family knew every important household and because she understood how rumours moved through Slytherin. He suggested Crabbe and Goyle for loyalty, then grew defensive when Edward asked what decisions they would be expected to make.
"They are my friends."
"Then protect them from obligations they do not understand. Membership should not be payment for friendship."
"You invited me because we are related."
"I invited you to shop because we are related. You joined this discussion after reading the terms. If I had asked you to sign before explaining them, you should have refused."
Draco disliked the answer but removed Crabbe and Goyle from the first list. They could be told about safe training later, with no suggestion that exclusion from planning made them lesser people.
Pansy's name remained. Theodore Nott and Daphne Greengrass joined it because both listened before speaking in class. Blaise Zabini remained uncertain. Draco found him clever and impossible to predict. Edward wrote observe rather than turning uncertainty into rejection.
"No one joins because of a surname," Edward said. "No one is excluded only because a parent made a bad choice."
"What if the parent is a Death Eater?"
"Then we consider whether the student shares the acts, has been coerced by them, or needs protection from them. Parentage is relevant history, not a verdict."
Draco looked toward Regulus's books. "That rule helps you."
"It does. A rule can help its author and still be fair, but that makes scrutiny more important."
They wrote four initial requirements: understand the purpose, accept the limits, contribute a skill or honest work, and allow other members to leave. Blood status did not appear. Draco tried twice to add family standing as evidence of preparation. Edward permitted it only as one source of experience that had to be demonstrated like any other.

Kreacher announced the carriage from the hall. Draco checked the time and began gathering his books.
"We have not chosen a name."
"We do not need one before school."
"That is exactly when we need one. Otherwise Pansy will name it for us."
"What would she choose?"
"Something with a crown."
Edward conceded the risk. They listed possibilities and rejected all of them. The Order of Renewal sounded like a Ministry committee. The Black Serpent excluded anyone outside their families. Draco's New Wizengamot promised authority they did not possess.
"Flame Serpent," Draco said at last. "Slytherin and your magic."
"It makes the group sound like mine."
"You started it."
"That does not make every future decision mine."
They kept the phrase as a temporary name. Edward added a note that its meaning must not depend on personal loyalty. The serpent could represent knowledge capable of healing or poisoning. The flame could represent scrutiny as well as force. Draco declared the explanation too long for a badge and promised to improve it.
At the front door, the Malfoy carriage waited beyond the gate. A house-elf held it open while Kreacher loaded Draco's school books. Edward returned the marked political draft to its case rather than letting Draco carry the only copy.
"I will tell Father," Draco said.
"Tell him what we disagreed about too."
"Why would I make it sound weak?"
"Because agreement without disagreement would be false. If Lucius supports only a plan where old families rule permanently, we need to know that before accepting his help."
Draco's fingers tightened around his sketch. "He may tell me to stop."
"Then you decide whether you obey. I will not ask you to lie to him."
The weight of choice sobered him. Their afternoon had been exciting while it remained a game between heirs. Parental opposition would make the limits real.
"He told me to observe before offering the Malfoy name," Draco said. "I have not offered it. I joined as myself."
"That is enough."
Draco stepped into the carriage, then leaned out. "I will bring the emblem to King's Cross. Do not let Kreacher design one while I am gone."
"Kreacher heard that," the elf said from the steps.
The carriage departed before Draco could answer.
Edward remained at the gate until the sound of wheels faded. He felt pleased, but the pleasure did not resemble the certainty he had imagined the night before. Draco had joined with conditions, retained objections, and reserved his family's support. That made the result smaller and more honest.
"Little Master has found a companion," Kreacher said.
"Perhaps. We have found a reason to continue talking."
Kreacher followed him inside. "Young Master Regulus had companions among the old families. They praised him when he agreed and reported him when he did not."
"Then help me notice if we build the same thing."
The request startled the elf. Edward gave him permission to point out any rule that required loyalty to Edward personally rather than to the written purpose. Kreacher asked whether that included speaking before guests.
"Privately first, unless someone is in immediate danger."
"A treaty," Kreacher muttered.
"With a witness."
They returned to the study and made two copies of the afternoon's notes. One stayed in the Black archive. The other would go to Draco after both checked that it contained no private family material. The original draft, including its crossed-out ranks and Edward's name beneath Chief Justice, remained unchanged in a separate folder.
The next morning, an eagle owl delivered a letter sealed by Lucius Malfoy. Edward opened it with Kreacher present.
Draco has described your proposed student association and the political theory behind it. He has not committed the Malfoy family, and he has been reminded that he lacks authority to do so. I will not forbid a friendship or a supervised school group. I will judge any request for family support on its details.
A second paragraph warned Edward not to distribute Malfoy knowledge or use Draco's name in public campaigns. The limits were predictable and legitimate. The final sentence was more revealing.
Ambition is useful when it learns the difference between allies and instruments.
Edward read that twice. Lucius might have meant that Draco should not become Edward's instrument. He might also have warned Edward not to mistake Malfoy interest for shared values. Both readings were sound.
Narcissa added a smaller note thanking Kreacher for the safe visit and reminding Edward that Draco took praise too seriously when he feared losing it.
Edward placed both letters beside the membership rules. The adults had not blessed a movement or offered covert resources. They had allowed two boys to keep talking while naming boundaries.
He preferred that to secret patronage, even if part of him still wanted the weight of Lucius's immediate approval.
On a fresh page, Edward wrote the first practical rule for the coming term: observe before recruiting. A dramatic oath could make frightened or ambitious students feel chosen. It could not reveal how they treated someone weaker, responded to correction, or behaved when no reward followed.
At the bottom he added another line.
Friendship is not evidence of agreement. Disagreement is not evidence of betrayal.
When Draco brought the emblem to King's Cross, that sentence would matter more than the silver serpent around its edge.
