Takashi agreed, nodding solemnly.
On the high platform, Danzo Shimura was on the verge of a total "Naturally Evil"

entire shinobi corps, this brat had dared to stage a public tribunal?
However, a soft cough from the Prophet-Teacher made Danzo freeze. Hiruzen had
recently finished "domesticating" him; the threat of a "Smiling Patrol" was
still fresh in Danzo's mind.
In the stands, Isshin Uchiha was having a spiritual crisis. This wasn't the
plan! They were supposed to talk to the Hokage in a private "Closed-Door

"It's over. Seisui is an Uchiha through and through. I should have accounted for

Hiruzen Sarutobi rose slowly. He stood at the edge of the balcony, looking down

challenge the board. He gestured for Seisui to continue.

Operating Procedures'!" Seisui shouted, his voice steady.

first report to their supervising Jonin. If the issue remains unresolved, it
escalates through the Administrative Department until a formal resolution is
filed. I attempted this."
Seisui held up a stack of papers. "But I was personally suppressed by the
Assistant himself! In my Academy Final Exam, I outlined these administrative
failures. The Assistant, acting as the 'Chief Auditor,' gave me a Zero Percent
Metric and labeled my findings 'Delusional Ramblings'!"
"The Decree states: If the grievance process is sabotaged by a High Official,
the complainant may appeal directly to the Prophet-Teacher. I am exercising that
right."
Hiruzen adopted a look of contemplative "Strategic Realism," glancing sideways
at Danzo.
Danzo's face was like thunder. Who had ever heard of such a litigious brat? I

"The protocol is clear," Hiruzen said, his voice echoing with [Authority].
"Speak."
Seisui signaled, and Obito—acting with uncharacteristic professional
focus—stepped forward to hand over a blood-stained examination paper.
"I impeach the Assistant for his conduct during the formation of 'Root'!" Seisui
declared. "He utilized intimidation, coercion, and 'Naturally Evil'
psychological warfare to force clans and civilian shinobi into his service. He
implemented 'Caged-Mind' curse seals to turn village assets into personal tools.
This is a direct violation of the Will of Fire and the village's Human Resource
Ethics!"
The crowd erupted. Behind Seisui, the Academy elites—Asuma, Kakashi, Shisui, and
Obito—all held files containing testimonies from families whose members had
"disappeared" into the Root system.
In the shadows, the former Root Second-in-Command, Aburame Tatsuma, watched his
own nephew standing among the protesters. For the first time in years, the
"Root" veteran felt an emotion. It wasn't pride. It was sheer stress.

coldly. "This isn't a Seisui problem; it's a leadership failure. I expected a
formal report, not a public spectacle."
Fugaku and Isshin bowed their heads. They realized Hiruzen was giving the Uchiha
a "Face-Saving Exit"—blaming the elders for being out of touch rather than
labeling Seisui a rebel.
"White Fang," Hiruzen turned to Sakumo Hatake. "Your thoughts?"
Sakumo didn't hesitate. "The Assistant's methods have always lacked 'Operational
Transparency.' Serving the village is a duty, but 'Forced Resignation' into a
cult-like shadow unit is not the Konoha we are building."
"Tenzou?"
The Hyuga Elder narrowed his eyes. Seisui's talk of "Curse Seals" hit too close
to home. He saw it as a subtle jab at the Hyuga Main House's control over the
Branch House. "I find the term 'coercion' to be a 'Modern Reinterpretation' of
necessary sacrifice. Shinobi are tools for the state. If the Assistant felt the
'ROI' of a controlled unit was higher, he acted in the interest of village
security."
"And you, Orochimaru?"
The Sannin gave a thin, snake-like smile. "The Assistant's 'Naturally Evil'
tendencies are a matter of public record. I believe a formal 'Performance
Review' and a public apology to the victims would be a good start. Perhaps a
'Salary Deduction' to fund the new Research Wing?"
Orochimaru was thoroughly enjoying Danzo's misery.
The Prophet-Teacher's Verdict.
Hiruzen looked out at the village. The shinobi were divided. 60% thought Danzo
was a relic who needed a "System Update." 20% wanted him stripped of power.
And 20%—the "Hardline Realists"—thought he was a hero being persecuted by "Soft"
modern values.
"Our current Charter is lagging behind our 'Kingdom Building' progress," Hiruzen
announced. "We shall use this as a 'Strategic Pivot.' Every High Commissioner
and Jonin has five days to poll their departments. I want a 'Precise Metric' of
village sentiment regarding the 'Root' legacy and the Assistant's future role."
"Administrative Department will oversee the data collection to ensure 'Zero
Corruption' in the results. Dismissed!"
In the Mental Space.
"You went too far, Tobirama!" Izuna shouted inside Seisui's mind. "I know you
want to fix the village, but that was a total 'Uchiha Madness' move! You've
polarized the entire population!"
Tobirama (Seisui) remained unbothered. "If I don't create a 'Dimensional Strike'
of political pressure, Hiruzen will keep 'Domesticating' Danzo instead of
'Decommissioning' him. The village needs a clean slate."
"You're being 'Extreme'!" Izuna lectured. "Governance is a marathon, not a
sprint. You have to move one 'Policy Unit' at a time. You're acting exactly like
my brother did when he got moody!"
Tobirama felt like laughing. An Uchiha is telling me not to be extreme? The
world really has turned upside down.
The Cliffhanger: The "Bronze Mirror" Incident.
Three days into the "Sentiment Poll," a report hit the Prophet-Teacher's desk
that shattered the village's internal focus.
Uchiha Yashiro, a high-ranking member of the Police Force, had failed a

over the mission objective.

Country with five centuries of history, had been destroyed.

international relatives to put "Economic Pressure" on Konoha.
The village was suddenly caught between two fires: The internal "Impeachment" of
Danzo and an external "Diplomatic Crisis" caused by an Uchiha's
"Sentimentality."
The "Prophet-Teacher's" dream of a peaceful "Market Monopoly" was being
threatened by a single broken mirror.
