Sameer closed his eyes.

Dhiraj leaned back.

"Which part?"

"Half of it."

"Specific."

"Good. Section twelve requires multi-party acknowledgement for every critical stewardship transfer."

"Yes."

"That becomes unworkable in public utilities with rotating operational structures."

"What do you propose?"

"Persistent institutional stewardship with named role accountability, not individual continuity at every transfer."

Aarya nodded immediately.

"She is right."

Kavita continued as if she had not heard.

"Second. Your national capability disclosure framework exposes too much commercial information in small sectors."

"We use aggregated capability classes."

"In large markets. In small ones, the class identifies the supplier by elimination."

Dhiraj looked at Ananya.

"Privacy review."

Already happening.

Kavita went on.

"Independent of Aetherion?"

"Especially independent of Aetherion."

Dhiraj nodded.

"Approved."

She paused.

"You understand that I did not ask for approval."

Sameer coughed.

Aarya looked away.
