"Take responsibility for it."

Caleb stood in black water under the held roof.

"Responsibility for what?"

"Its direction. Its force. The people beneath it."

"They are not one thing."

The body tightened one arm under the slab.

Concrete stopped falling over the east exit.

"They become one thing when weight falls."

Continuity opened the operator vote again.

The motion now carried a physical release proposal. Bay Twelve would hold one cutoff at its pump station. South Ward would hold another at Mira’s door.

Pike read the plan.

"Both cutoffs operate through mercy infrastructure. The address can close them before they close it."

Continuity counsel pointed at the shelter roof.

"Then propose a better switch before the body gets tired."

The argument was fair enough to hurt.

Parents under East Market sent videos of ceiling dust falling into food lines. A tram medic showed six beds waiting beneath the support zone. Two repair crews refused to enter while a copied face controlled the weight.

They wanted Caleb because he was present, strong, and still himself.

Restoration launched a public request.

Marn pressed no button. She sent Davi’s full frame of the false body holding the roof and wrote three separate requests.

An operator cavity waited behind Kim’s copied mouth.

It matched Caleb’s shoulders.

He stayed in the water.

Soma sent a structural alternative.

The roof could be divided across six supports.

Caleb would hold the east slab for eleven minutes.

The foundation witness could brace the intake wall with its remaining arm.

Ash Viaduct engineers could install two temporary columns under the observatory edge.

Bay Twelve’s old flood jacks could lift the Array bowl by four inches.

Ward Nine would have to accept a westward load shift through the gas-damaged foundations.

East Market would close its food hall while crews worked.

No support carried the whole shelter.

Every support carried local risk.

Ward Nine refused.

Lena Daro put Pip behind her before answering.

"Our fourth landing still has gas below it. A westward load may crack the blue stair seal. We have thirty-one people above that seal. No."

Continuity did not call her selfish.

It put the numbers side by side.

"This is why one operator exists," the counsel said.

Rina answered, "This is why Ward Nine keeps its no. Find another support."

Soma moved the rejected load to Mercy’s old ambulance ramp.

Iseul checked the concrete.

"Ramp takes it, hospital loses ambulance exit."

"Duration?"

"Minimum six hours for inspection after."

Mercy accepted.

The ramp closed.

Ambulances rerouted through a laundry loading dock too narrow for the largest vehicle. One critical-care truck stayed outside.

The plan began.

East Market moved food outside on sheets, doors, and one section of tram wall. The cold goods spoiled first. Tov Ren wrote the lost insulin crates on his arm because every working tablet pointed west.

At Mercy, the largest critical-care truck tried the laundry dock and tore its roof light off. Iseul sent its patient through the building on a hand-pumped bed while the empty truck backed out. The distributed support had saved Ward Nine’s local no and moved risk into a hospital corridor.

Bay Twelve’s flood jacks had different thread counts. Jessa marked each handle with rope knots so crews would lift four inches together without one shared electronic count.

The foundation witness’s remaining shoulder cracked under the intake wall. Iseul laid Mina Cho’s page where it could see the crooked-hair note. The body chose to keep holding.

None of the supports looked efficient. All of them had a person close enough to release, refuse, or report pain.

Caleb grew into the east slab without entering the operator cavity.

Silver spread from his shoulders into three broken roof beams. The false body’s arm remained beneath the same slab. Its copied fingers touched his metal through concrete.

"You are already sharing the weight," Kim’s mouth said.

"Weight is not an address."

"The roof cannot tell the difference."

"People can."

The slab shifted. Caleb’s left ankle opened into six silver roots beneath the shelter floor. Black water climbed them and showed him five borrowed childhood kitchens. He held the beam and refused every room.

The foundation witness put its remaining arm under the intake wall.

Bay Twelve raised flood jacks.

East Market emptied the food hall.

Engineers carried columns toward the observatory.

The first column arrived on a flatbed with its route screen smashed. Six engineers rolled it on pipe sections because the crane kept turning toward the false body.

The second column never left Ash Viaduct. White paint had fused it to the eleven-piece’s former footprint, and every machine that tried to lift it registered Central Shelter as the load’s owner.

Kikaru and Iharu reached the footprint with hand jacks. Mitsurugi offered a licensed crane if Kikaru accepted its operator seal. Furuhashi offered a release key in exchange for the Annex utility map without the identifier limits Iharu had negotiated.

They rejected both and started pumping the jacks.

The slower answer left one shelter sector under the false body’s final arm.

The false body released one roof arm.

The distributed supports held.

It released a second.

The Mercy ramp cracked and stayed upright.

One district remained dependent on the body’s final arm because the second temporary column had not arrived.

The dependent sector held six hundred East Market residents and the tram clinic. Its local council supported Caleb’s operator motion at eighty-three percent.

The sector beneath Caleb’s east slab supported it at thirty-four. They had a named person holding their beam and a local feed showing his pain.

When a support moved, certainty moved with it.

Continuity kept the operator motion open.

Public support reached fifty-eight percent.

People under the roof supported the operator at seventy-one.

Ward Nine supported it at twelve.

Mercy split at forty-nine after the hand-pumped bed reached surgery late.

The Copper Row mother withdrew her conditional support when she saw the operator cavity shaped to Caleb’s shoulders.

The shelter resident who had chosen Central Civic kept his support.

"I chose this place," he said from beneath the held roof. "I want the strongest person running it until I can leave."

Neither testimony canceled the other.

The numbers did not reveal courage or cowardice. They showed where the weight currently sat.

Real Kim found one dead printer inside the shelter.
