Chapter 1698: Chapter 1698
The next day, Song Guanchao bought a few buns outside the residential area, filled his stomach in the car, and then drove to the park.
At nine-twenty in the morning, when he arrived at the park, he saw Han Lan’s car already parked in the spot.
"Came really early."
Song Guanchao muttered, pushed open the car door.
Seeing him arrive, Han Lan also got out of the car and walked over.
The two had just greeted each other when another car drove over.
The car stopped, and a man about the same age as Song Guanchao got out, it was Sun Jiajun’s secretary, Ma Hongyuan.
"Secretary Han, Director Song," Ma Hongyuan called politely.
Song Guanchao raised his eyebrows: "Secretary Ma, what brings you here?"
"Mayor Sun asked me to join the oversight committee," Ma Hongyuan said.
Song Guanchao made an oh sound, didn’t bother with Sun Jiajun’s little moves, and turned to walk toward the park’s management committee office.
The committee had about seven or eight people working, all attached to the committee’s establishment.
"Snap."
Song Guanchao stood in the office area, clapped his hands, waited for everyone to look over, and said, "This is the City Government Secretary Han Lan, this is the Deputy Mayor’s Secretary Ma Hongyuan, and I am the City Government Office Director Song Guanchao."
Everyone looked puzzled, why did these leaders suddenly come?
"Who is the deputy director?" asked Song Guanchao.
A woman in her forties stood up: "Director Song, that’s me."
"What’s your name?"
"Yao Linghua."
"Director Yao, are all the staff here?"
Yao Linghua glanced around and said, "There are still two not here."
"Are they off today?"
"Must be stuck in traffic."
"Traffic jam? Haha, in five minutes, come for the meeting. If you can’t make it, then don’t come."
Having said that, Song Guanchao looked around and asked, "Where is the meeting room?"
"This way." Yao Linghua stepped forward, leading them into the meeting room.
Soon after they sat down, someone came in to pour tea.
In less than five minutes, a total of eight people came in with pens and paper, ready for the meeting.
Song Guanchao raised his wrist, stared at his watch, and only after five minutes had passed, he said, "Time’s up, those who are late, let them wait outside when they arrive, do not attend the meeting."
Yao Linghua opened her mouth, wanted to explain a few things, but she couldn’t understand the situation here, so she wisely stayed silent.
Others were also quite curious and wondered what had happened.
Why wasn’t Mayor Chang seen?
"Secretary Ma, please take the meeting minutes."
"Okay." Ma Hongyuan spread out paper and pen.
Song Guanchao said, "Comrade Chang Hai will temporarily step down from the position of management committee’s party secretary, director, and High-tech Zone chief."
Everyone actually had some guesses in their minds, but hearing it from Song Guanchao, they still couldn’t help feeling anxious.
Song Guanchao continued, "The City Government has established an oversight committee regarding the industrial park pollution issue, with Secretary Han as the team leader, and myself as the deputy team leader."
"From now on, we will officially be stationed in the industrial park, taking over the management committee. Hopefully, in the foreseeable future, everyone will cooperate actively to solve the pollution problem as quickly as possible."
Everyone looked at each other, roughly understanding the reason for Chang Hai’s dismissal.
As the deputy director, Yao Linghua quickly responded after he finished: "We will cooperate actively."
"Hmm." Song Guanchao was satisfied with her attitude: "Please, Director Yao, explain the pollution situation carefully."
Yao Linghua organized her thoughts, prepared a draft, and said, "There are a total of 22 companies involved in pollution..."
She spent around twenty minutes giving a general overview of the park.
Ma Hongyuan recorded quickly with his pen, and Han Lan and Song Guanchao gained a general understanding of the park’s pollution.
When she finished speaking, just as Song Guanchao was about to ask further, the meeting room door was suddenly pushed open.
A man and a woman hurriedly walked in and said, "Sorry, there was a traffic jam..."
They pulled out chairs, just about to sit down when Song Guanchao said, "Out."
Their movements paused, looked up, first glanced at Song Guanchao, then at Yao Linghua.
Yao Linghua quickly signaled to them with her eyes, "Out."
The two looked clearly dissatisfied but didn’t understand the situation, so they didn’t make a sound and turned to leave.
Song Guanchao asked, "Do they usually arrive late for work?"
The other clerks said nothing, and Yao Linghua instinctively wanted to cover for them but couldn’t figure out Song Guanchao’s temperament, so she simply said, "There was a traffic jam today."
"I drove from Jinpings District, didn’t see much of a jam, where do they live?"
"Uh..."
"Go ahead and get this month’s surveillance footage out, I want to know their usual arrival and departure times."
Upon hearing this, other clerks’ eyes lit up, somewhat schadenfreude.
Yao Linghua sighed inwardly, knowing Song Guanchao was aiming to punish these two and establish authority.
It was actually unnecessary.
With Chang Hai dismissed, the City’s goal of establishing authority has been achieved.
Yao Linghua suspected this was Song Guanchao establishing personal authority.
She could only say, "I’ll retrieve the surveillance later."
Song Guanchao nodded and added, "Also, please list the 22 pollution enterprises for me."
"Alright."
"Meeting adjourned."
Yao Linghua and a few others left the meeting room, and seeing that the two did not intend to leave, Ma Hongyuan closed his notebook and sat quietly.
He was just an ordinary member of the oversight team, lacking sufficient understanding of park pollution, unable to provide any useful suggestions.
"Those two who were late are probably not the first time," Song Guanchao finally said, and Ma Hongyuan concentrated, looking for a chance to interject.
Han Lan agreed with a soft acknowledgment and asked, "How will you handle it?"
"Wait for the surveillance to come out,"
Song Guanchao had long guessed from others’ reactions that the two latecomers were insiders.
These insiders, who deal with payroll while idling, are everywhere, even in the City Government.
Song Guanchao had no interest in weeding them out, and why he did so was partly as Yao Linghua guessed, to establish authority.
On the other hand, he suspected that these two might have dealings with park companies.
An enterprise that’s been polluting for years, yet remains unscathed, Chang Hai’s deliberate tolerance was certainly a major reason, but other management committee members might also have been leveraging this opportunity to gain some benefits from enterprises.
Governor Yang personally called for Chang Hai, begging for leniency, coupled with Chang Hai’s voluntary resignation from the chief position; the punishment for him, essentially, will be just this.
So, the responsibility for this pollution naturally falls on these clerks who received benefits.
...
Once outside, the two latecomers approached quietly, "Director Yao, what’s going on? Who is that man?"
Yao Linghua walked a bit further, quickly said, "Mayor Chang was dismissed, the City Government set up an oversight team to investigate pollution issues thoroughly. Inside are three people, one City Government Secretary, one City Government Office Director, and one is Mayor Sun’s secretary."
The two felt uneasy, their minds went blank, Mayor Chang was actually dismissed!
