Bai Yang's assistant, Xiaoli, took out five company brochures from his bag and handed them to Wu Yun and the others.

As he took the brochure, Wu Yun thought it was quite well-made. The first page had the company profile, followed by the business license, construction qualifications, and a list of achievements, all neatly categorized and clear at a glance.

Wang Gang put down the brochure and said with a smile, "President Bai, we have faith in your company's capabilities. As long as this collaboration goes well, we can contract the next factory expansion, as well as the construction of new factories in other locations, to your company."

Wu Yun added, "This is a pilot investment for us. Once we establish a firm foothold, we'll expand on a large scale!" He was dangling a considerable carrot for his father-in-law, but it was a promise he could keep.

"Excellent! Thank you for your trust, President Wu and President Wang! In that case, I'll use tea in place of wine. Allow me to propose a toast!" Bai Yang said, raising his teacup and getting to his feet.

Everyone else stood up, took a sip of tea, and then sat back down.

"President Bai, you're the expert when it comes to construction! You must be very familiar with the bidding process. How should we handle this to comply with both national regulations and the procedures for a state-owned enterprise like yours?" Wang Gang asked, admitting he wasn't very familiar with the process himself.

It had been a long time since Bai Yang had personally handled the bidding process, so he said, "Let's have Xiaoli from my team explain it. He's the one who specializes in bidding matters for our business division."

Xiaoli stood to greet everyone before sitting back down. "President Wu, President Wang, you don't need to worry about our company's internal procedures. The parts where we need to cooperate are the tender process, winning the bid, signing the contract, and obtaining the construction permit."

"After all, your company isn't state-owned, so your project funds aren't subject to the strict bidding process required by national regulations. However, to handle the application for the construction permit, we still need to go through a formal bidding process."

"After our company receives the notice of award, we'll sign the construction contract with you. Then, you'll need to find and sign a contract with a supervising firm. With that, you can apply for a construction permit from the local construction bureau, and we can begin work!"

"Of course, we will provide all the necessary personnel certifications and documents on our end!"

"Alright! As soon as the tender control price is ready, we'll send it to you right away," Wang Gang said with a nod.

By now, most of the dishes had been served. Bai Yang gestured to the food and said, "Let's eat while we talk! Otherwise, the food will get cold!"

Wu Yun had a question. "I thought all construction projects had to go through a formal bidding process!"

Xiaoli put down his chopsticks and explained with a smile, "The country does have certain regulations for tenders. Any project involving government investment or public funds must go through a bidding process, that's a given."

"Most large projects definitely have to be put to tender. But in the industry right now, you see a couple of situations. First, there's our method. Second, some projects are nearly complete before they go back and retroactively complete the bidding process paperwork! Of course, this mostly happens with smaller projects."

After Xiaoli's clear and simple explanation, everyone at the table understood what he meant.

With the business settled, the atmosphere at the dinner table grew lively. Listening to Xiaoli and the other assistant explain some of the construction industry's insider secrets and unwritten rules was a real eye-opener for the laymen at the table.

There were also some juicy scandals related to the construction world, which they claimed propped up half of the country's entertainment and nightlife industries.

Listening to Bai Yang occasionally drop a few dirty jokes, Wu Yun felt the urge to facepalm. 'Thank god he's not recounting his own romantic escapades from past projects,' he thought. 'Otherwise, I can't even imagine the soul-crushing embarrassment of seeing him at Bai Yue's family home after this.'

Wu Yun suddenly remembered Luo Heng's request and said with a smile, "President Bai, a friend of ours has a family in the building materials business, right here in Rongcheng."

When all eyes turned to him, Wu Yun said to Wang Gang, "It's Luo Heng's family. He mentioned it to me last time."

Wu Yun then explained, "President Bai, I'm not trying to designate a supplier for you, just recommending one. You should evaluate them on your own terms for price and quality. After all, this is our own factory, so we definitely want to ensure the quality is up to par."

"I just hope that, all else being equal, you'll give them consideration."

Wu Yun didn't press the issue. He had given Luo Heng the opportunity; whether they could seize it was up to them.

So, the group chatted for a little while longer at the hotel entrance before preparing to part ways.

"President Bai! We'll send you the tender control price as soon as it's ready!" Wang Gang said with a smile, standing beside the scissor doors of his car.

"Sounds good! President Wang! President Wu! Here's to a successful partnership!"
