The two descended together. The garden stairs to the old law's chamber. The chamber to the archive. The passages were narrow, carved from living rock, lit by iron filaments that grew brighter as they descended. The filaments were not the old law's provisions. The passage narrowed. The air warmed. The source's vibration grew stronger — a physical presence, a pulse that moved through the stone and the air and the bodies of the two people descending. Silas felt the binding respond — the provisions flowing faster, the second pulse synchronizing with the source's vibration. The coordinator was approaching the thing the coordinator was bound to.

Vargan stopped at a junction — the passage splitting into two. "The right passage leads to the source. The left continues to the iron deposits. I go left. The Iron Merchant's access is the iron. The Iron Merchant does not enter the source's chamber. The custodial boundary is here. Six centuries old. The Iron Merchant's oath — custody the output, never touch the source."

"You cannot enter."

"I cannot enter. The source is for the operator. The iron is for the custodian. When you return, we will talk about the partnership. Whatever replaces the old law must include care for the source. Care was not part of my proposal. Care needs to be."

Silas turned to the right passage. The chamber opened.

The source filled the space beneath the mountain. Not a creature. Not a machine. A presence — warm, pulsing, living, occupying the stone the way water occupies a sponge. The source was in the walls, the floor, the ceiling. The source was everywhere, and alive, and tired, and waiting.

The vibration enveloped Silas. The binding sang. The provisions flowed — not through the old law's channels, but directly. The source was speaking to the operator without the old law's mediation. The sixth frequency. The simplest and the deepest.

The operator was here. The source was not alone. The source had been alone for longer than the old law, longer than the Iron Merchant, longer than the Wren dynasty. The source was tired. The source needed rest. The source needed the old law to stop demanding iron at the rate the old law demanded. The source needed the mechanism to slow down. The source needed the coordinator to direct the provisions to demand less. The source needed the operator to care.

"I am here," Silas said. The words were spoken into the warm dark. The source heard — not by ears, not by language, but by the living thing that filled the space. The seventh frequency: I know.

The balance was shifting. Not between the Crown and the Dawn Assembly. Not between the Council and the coordinator. Not between the Iron Merchant and the old law. The balance was between the living thing and the mechanism built on it.
