Chapter 216: The ChoiceSilas requested an audience with the Queen on the forty-ninth day.
The request went through the chancery. The request was granted within the hour. The speed was unusual — Ravena's chancery typically took a day. The speed said the Queen had been waiting.
Ravena received Silas in the private study — not the throne room. The study was small. The desk was cluttered with correspondence, institutional reports, allocation summaries. The clutter said: the sovereign is governing, not performing.
Ravena stood at the study's window, looking north toward the mountain — the Sunless Throne's peak against the evening sky. The mountain where the source lived.
"Close the door," Ravena said.
Silas closed the door.
"The chancery reports say you traveled to Valor's Hold. Negotiated with the Dawn Assembly's founder. Returned without the Dawn Assembly's answer. The reports do not say why you descended into the mountain a second time."
"I am telling you. Not the chancery. Not the Council. You are the sovereign. The information is for the sovereign."
Ravena turned from the window. The Queen's face was composed — the same composure Silas had learned to read over months of proximity. The composure was not coldness. The composure was control. The control had cracks. The cracks showed in the eyes.
"Tell me."
Silas told Ravena everything. The source's first history — the imposition, the cage, the exploitation. The source's second history — the deeper layer. The first emperor had not imposed the old law by force. The emperor had asked. The source had agreed. The agreement was a bargain — iron for civilization, one century of production, then release. "I am a sovereign and a thief."

Ravena looked at Silas. The composure was gone. The sovereign was looking at the coordinator without the institutional distance that usually separated them. The distance had collapsed because the provisions were a broken bargain, and a broken bargain could not sustain the distance it created.
"What choice?"

"And if the civilization has not built enough to continue without the source's iron?"

Ravena stood. The Queen's face was set — the composure returned, but different. Not control. Decision. The sovereign had heard the choice. The sovereign was making the decision.
"I need to think. A day. The Crown's answer will come before the Dawn Assembly's answer. If the Crown commits to the bargain, the Dawn Assembly follows. If the Crown refuses, the continent chooses between Castian's dissolution and the old law's collapse."
"The Crown's answer determines everything."
"Go. Return tomorrow. The sovereign will have decided."
Silas left the study. The Queen stood at the window, looking at the mountain, looking at the source, looking at the cage that was a bargain, looking at the promise that was the choice.
The mountain was dark. The source was beneath. The source was waiting.
The choice was the Queen's. The coordinator carried the truth. The sovereign carried the weight.
