Kalli drummed her fingers on the table as she decided how to phrase her next comments.

"Does anyone have any objections to the underground storage plan? I believe that it will be in the best interest of the whole city once we get them settled into the bunker, and then we can slowly work to expand the city and its residential areas around them.

Who knows what we’re going to get as a reward for the third Trial, and it might be something huge, now that we’re making such major changes both for the city and for the fleet.

I will also spend some more points on patrol vehicles so that we can expand our routes and claim more territory than what the heavy guns can cover. It might not be completely secure, but patrols should be enough to convince the System that we’ve got a legitimate claim."

The Fleet Admiral frowned pensively as he replied. "So, we’re going to move underground, wait there, and slowly spread into the surface city as it expands? That’s the plan? I can see how it would work, as the System should count the whole city population, and we don’t actually have to be on the surface, if you can actually make a storage hangar for the Arks.

I can see problems with supplies and the residents spreading into the city desperate for anything that they can get.

But we’ve got security forces who are still level 0, and they can help with crowd control so that the residents of the Arks don’t turn into a wave of looters. The issue will be whatever spare space you’ve got in the city. How are you going to arrange it?"

"We’re going to give priority to level 0 residents and heroes. We were going to move everyone from the smaller Arks first, but I think that it will be better to move the level 0 members to the new buildings, and spread everyone else around the vacated space.

It will motivate everyone, even if it’s creating social status issues.

The thing is, level 0 is only one step from hero status, and we need as many as possible, so I need everyone to push themselves to get it. If the answer is to have them all fight for the best quality of life, then I’m willing to do it." Kalli explained.

She prepared a quick draft message, which would no doubt cause issues with the smaller Arks once it was sent. But they would understand soon enough.

Once the bunker was built under them, and the larger Arks began to move, the housing shortage would become immediately obvious. Once that was settled, there would be no chance to make a case for emptying the Arks entirely.

Kalli knew that she would have to come up with something more extreme to finish the city, as eventually everyone would want to move off the Arks, and she would have to expand the city to accommodate.

But that could wait for a trial or two.

Progressive gains would keep their scores high through all the trials, instead of letting everything stagnate by getting an incredibly high score on one trial.

The Fleet Admiral read the announcement, and nodded. "Alright, I see the logic behind that. If my math is right, the level 0 residents will only be enough for two thirds of the available space.

But that vacancy will motivate the others, as they will know that there are rooms waiting for them and their families. You are allowing them to take their family, right?"

Kalli nodded. "There are no huge apartments in the city, though. Two bedrooms at most, so kids will be sharing rooms. Still, that’s got to be better than how they’re living on the Arks. Those things were never meant to be comfortable for long-term living.

Moving even one in ten out of the residences will help with overcrowding, and our greenhouses will be able to supply a steady stream of fresh food to everyone.

It will be limited at first, but I’ve got big plans for future expansions, once we’re more established, and we’ve got more heroes to defend the city against the trials."

"Seriously? You’re planning upgrades, not survival?"

Kalli shrugged. "It gives me something to do that’s not all doom and gloom. My next plan is a sky spire. You see, one of the options that we should have if we do well enough on this trial is to make a tower two hundred stories tall, then placing a large disc of housing on top.

Multiple levels of housing, mostly interior with no windows. But the top surface of the disc will be a massive greenhouse, placed far enough over the city that its shadow won’t completely block light to the ground level.

Then, if we do well enough on that, we can add artificial lighting on the bottom of it to regulate light to the city at ground level, while adding support legs, and another disc two hundred stories above the first."

The engineers frowned, not understanding.

But the Arks had that sort of sky city on file, so Kalli brought up the design, showing the fifty level, kilometre wide disc atop a spire.

"That’s insane. As an architect, the mechanics of it make me want to cry in terror. But apparently it’s possible? At least with the System’s assistance. If you built something like that, you could put a million or more people in one disc.

The greenhouse on top would be enough that with these advanced crops, we should have enough food."

Kalli laughed and zoomed in. "It’s not a farm, it’s a greenhouse. Vertical hydroponics bays with organically filtered wastewater. Also known as fishponds beneath the towers. It will produce enough food for many times more people than live in the spire.

That sort of setup is sufficient to supply an entire city beneath the disc, even if you build the towers at ground level nearly to the disc and leave the whole city in perpetual darkness."

That was how the slums of her home city had been, hidden by upper levels of the city, which blocked the natural light.

They only got the eight hours of artificial lighting every day, and that was often dimmed in the worst districts to save energy that the government didn’t want to spend on the least wealthy members of society.
