The surveillance footage lasted less than a minute.

A speeding sedan lost control and slammed into a tree.

A man on a motorcycle calmly approached the wreck, executed the injured occupants, arranged the scene to resemble an ordinary traffic accident, then drew a pistol and destroyed the security camera that had recorded everything.

It was brief.

Grainy.

Silent.

But it proved one undeniable fact.

Howard Stark.

Maria Stark.

Neither had died in an accident.

They had been assassinated.

"I... I never knew..."

Peggy Carter’s voice faltered.

"Howard..."

She closed her eyes, struggling to steady herself.

Learning that one of her oldest friends had been murdered instead of dying in a tragic accident struck her harder than she expected.

After a long silence, she forced herself to ask,

"Who was he?"

"The Winter Soldier."

Evenson handed her a tissue before continuing.

"For decades, most intelligence agencies doubted he even existed."

"But those who believed in him credited him with at least twenty high-profile assassinations."

He glanced at the paused video.

"...Though this one was never added to the list."

Peggy quietly wiped her eyes.

"How far has Hydra come?"

Her voice was calm again, though only barely.

"Have they recovered to the strength they possessed during the war?"

Evenson slowly shook his head.

"I wish I could say no."

"The truth is..."

"They’re far more dangerous now."

"The most terrifying enemy..."

"...is the one you can’t see."

He leaned forward.

"Red Skull’s defeat taught Hydra an important lesson."

"They realized that trying to seize freedom by force only provoked resistance."

"So they changed tactics."

"They no longer intend to conquer humanity."

"They intend to persuade humanity to surrender itself."

"For more than sixty years, Hydra has quietly nurtured conflict."

"They profit from wars."

"They exploit every crisis."

"And whenever history refuses to cooperate..."

He tapped the laptop.

"...they simply rewrite it."

Peggy frowned.

"And SHIELD never noticed?"

"If Hydra has been operating for sixty years..."

"How could no one see it?"

"SHIELD?"

Evenson let out a humorless chuckle.

"Ms. Carter..."

"Have you ever wondered where I obtained this recording?"

She looked up.

"From whom?"

"Werner Reinhardt."

He watched her carefully.

"I imagine that name means something to you."

Peggy’s expression darkened.

"Unfortunately."

"I remember him."

"He was one of the Red Skull’s followers."

"He oversaw Hydra’s Austrian branch."

"When the war ended, he was one of the highest-ranking officers we captured."

"I led the operation myself."

"And you personally refused every deal he offered."

Evenson nodded.

"You locked him away to die."

"I did."

There wasn’t a trace of regret in her voice.

"If you’ve seen the records of his human experiments..."

"The bodies."

"The young women."

"You would have made the same decision."

Evenson merely smiled.

If she ever learned what went into creating the first generation of death knights...

Or the fundamentals of necromancy...

Or how the Scourge spread across entire kingdoms...

She would probably have him executed on principle.

Compared to that...

Reinhardt’s atrocities would almost seem restrained.

"But..."

Evenson continued.

"He was released in 1989."

Peggy immediately shook her head.

"Impossible."

She spoke with absolute certainty.

"I handled his sentencing personally."

"He was classified as a major war criminal."

"No parole."

"No compassionate release."

"No pardon."

She stopped.

Slowly...

Her eyes widened.

"...Unless."

"The records were altered."

"Someone gave him a new identity."

Evenson nodded.

"Exactly."

"When he walked free, he wasn’t Werner Reinhardt anymore."

"He was listed as an ordinary German scientist who’d supposedly been forced to work for Hydra."

"A victim."

"A man named..."

"Daniel Whitehall."

The room fell silent.

A senior Hydra commander.

A monster responsible for crimes against humanity.

Officially transformed into an innocent civilian.

The implications were obvious.

Peggy inhaled sharply.

"Hydra has infiltrated SHIELD."

She looked genuinely shaken.

"And not just the lower ranks."

"They reached the middle."

"The upper levels."

"Someone with enormous authority made that happen."

"This..."

"...is treason on an unimaginable scale."

"This is what he looks like now."

Evenson brought up another photograph.

Peggy barely reacted.

She’d exhausted her supply of shock hours ago.

Instead...

She laughed bitterly.

"So."

"It seems his monstrous experiments finally produced results."

The man in the photograph hadn’t aged.

Despite more than sixty years passing since the war, Daniel Whitehall looked almost exactly as he had then.

Young.

Healthy.

Untouched by time.

"It’s unfair."

Evenson spoke almost absentmindedly.

"A monster who deserves hell gains eternal youth."

"Meanwhile..."

He looked toward Peggy.

"A woman who devoted her life to protecting the world grows old alone."

"The man she loved returns..."

"...only after time has already stolen everything she could have shared with him."

"It really isn’t fair."

Peggy’s left eyebrow twitched almost imperceptibly.

Her fingers tightened around the bedsheet.

Tiny movements.

But Evenson noticed every one.

After a long silence, she asked,

"How did you obtain this recording?"

"Whitehall would never willingly hand over something this valuable."

Evenson lowered his gaze.

His voice became quiet.

"Ms. Carter..."

"You can’t truly see the darkness while standing in the light."

She understood immediately.

He wasn’t talking about undercover work.

He was talking about crossing a line.

About stepping into the shadows deeply enough that the shadows accepted you as one of their own.

"...I understand."

She didn’t ask for details.

Instead, she asked the question that mattered.

"If you’ve uncovered this much..."

"Why come to me?"

"Why not expose Hydra?"

Evenson looked genuinely exhausted.

"The more I learn..."

"The less I know whom to trust."

He met her eyes.

"SHIELD is everywhere."

"I no longer know which agents serve SHIELD..."

"...and which serve Hydra."

He laughed softly.

"Sometimes..."

"I’m not even sure SHIELD is still SHIELD."

"Maybe..."

"It would be more accurate to call it Hydra."

"But you..."

His expression became firm.

"You helped bring down the Red Skull."

"You stood on the front lines when Hydra first fell."

"Of everyone alive..."

"You’re one of the few people I know I can trust."

Peggy smiled faintly.

"Thank you."

She looked down at her frail, wrinkled hands.

"But what exactly do you expect an old woman like me to do?"

"What can I possibly accomplish now?"

Evenson answered without hesitation.

"Fight."
