The Plant Master Becomes A Mute Sub-Beast: Farming And Laying Eggs
Chapter 275: Cooperate for Mutual DevelopmentKaelen was too lazy to play fake socializing games with Elric. He spoke exactly two sentences, then immediately stated his purpose bluntly.
"Lord Elric, actually I have a matter I want to discuss with you."
Elric was stunned. He looked at Kaelen’s solemn expression. He thought for a moment, then waved his hand for all of his people to retreat outside. Kaelen also told the guards to retreat completely. Only Elric, Kaelen, and the children remained in the hall.
Ivy stepped forward. She took out a jade piece carved with a soundproofing array. She transmitted her Divine Energy into it to activate the array. An invisible shield was erected immediately.
She finished everything. Ivy then retreated back.
Kaelen took a sip of winter melon tea. He then spoke:
"Lord Elric, do you want your mate and son to be free to walk around like these children?"
The teacup in Elric’s hand fell to the ground. He sprang up. He stared intently at Kaelen with wariness. His face turned pale white. The hand resting on the sword hilt also trembled. Ivy and Steven stood blocking in front of Kaelen automatically.
Kaelen also stood up. He placed a hand on the two children’s shoulders, implicitly telling them to step back. He walked step by step down the stairs slowly. His appearance changed with each step.
Snow-white leopard ears dotted with a few black spots appeared on the top of his head. The tail also grew longer, swishing behind his back. Elric looked, his mouth gaping wide. He stammered:
"Non... non-human? You are not the Holy Son of the Church of Light!"
Kaelen nodded. He walked to the seat across the table from Elric leisurely. He signaled for Elric to sit down.
"That is right, I am not the Holy Son. You can call me Kaelen. Lord Elric, can we sit down to talk now?"
Elric’s complexion changed back and forth like a color palette. Finally, he also agreed to sit down parallel to Kaelen. He asked hesitantly:
"Doing this, are you not afraid of being discovered by the Church?"
Kaelen smiled: "Of course not. It is merely a bunch of people borrowing the Deities’ names to act recklessly. They cannot touch a single hair of mine. Speak, do you want to cooperate with me?"
Elric took a deep breath. His hand clenched tightly then opened several times. He finally made up his mind a moment later:
"How to cooperate?"
"I want to establish a City Hall having non-humans and humans working together."
Elric was so scared he sprang up. He knocked the wooden chair over: "Working... working together?!"
"Sit down." Kaelen poured more tea into his cup. He said leisurely: "You keep standing up, sitting down continuously. Me talking is also tiring."
Elric set the chair upright. He sat down, but his back was still as stiff as if someone had driven a stake behind his neck.
"Do you know what you are saying?" He lowered his voice: "Non-humans working in the City Hall? The whole Lyra city will riot the next day as long as this news leaks out. People will burn the City Hall. The Church will dispatch the Inquisition Court down after that. I will be the first person hanged."
"I said it already, they cannot touch me. They naturally also will not be able to touch the person cooperating with me." He opened his hands: "I passed by sixteen cities on the way here. I robbed three thousand non-human slaves of theirs. Not a single person dared to issue a wanted poster for me. Do you know why?"
Elric widened his eyes. He asked in disbelief: "Why?"
Kaelen flicked his fingers lightly. A five-meter-tall God of Nature phantom appeared behind him: "Because I have a Deity’s blessing. The Church knows of my existence. They probed many times but all ran back in disgrace. They are suspicious of me but do not dare to touch me."
Elric knocked the chair over once again. He could not stand up anymore this time. He slumped limply onto the ground. Kaelen waved his hand irritably. The phantom disappeared. The empty fallen chair also stood up automatically. It even had its four legs tightly wrapped by vines, guaranteeing Elric would not be able to knock it over anymore.
"Sit up. You are a dignified Holy-level Knight, yet you are more cowardly than a Goblin kid."
Brian had his name mentioned. He puffed out his chest, holding his head high with pride.
Elric’s face was as white as a sheet of paper. He scrambled to crawl on the grass carpet. He crawled a distance far away from Kaelen. He knelt down to kowtow:
"Great Lord Divine Envoy, please forgive the sin of this subject having eyes but being blind. Please just give the order if you have any task. This subject vows to exert all strength to serve you."
Elric refused to sit on the same level with Kaelen anymore after that, no matter what Kaelen said. He backed far away personally, maintaining a distance just respectful enough yet not too constrained. Kaelen also did not force him anymore. He only said:
"The Deities of the Great World have all returned. They did not abandon any living being in the world. They still cannot return until now. The reason exactly is the world has been torn apart, falling into unprecedented chaos."
He raised his head looking straight at Elric: "Do you know why I passed by sixteen cities, yet chose Lyra city as my resting place?"
Elric lowered his head: "This subject is foolish. Please enlighten me."
"It is because of faith." Kaelen extended his index finger. A green flame cluster appeared on the fingertip: "There is still someone sincerely praying before the Deities in this world order where faith is guided by the Church. I sensed it, therefore I came to this place. You probably know who it is, right?"
Elric’s body trembled. He naturally knew, because that person was exactly his mate.
Kaelen sighed emotionally: "She carries the bloodline of the God of Life. She gave birth to a child for a human, sharing half of her life force for the child of you two. She only had one month left to live if I had not arrived here."
Elric collapsed to his knees. Tears welled in his eyes: "I beg you to please save my mate. I am willing to use my life to pay."
"Stand up. I naturally will save a person having such a pure, holy soul like that." Kaelen took a ceramic bottle out from his spatial bag. He handed it to Ivy. Ivy held the ceramic bottle. She brought it before Elric.
"This bottle has three pills. You divide them into three times for her to drink. Her health will definitely recover after three times. Alright, let’s continue discussing cooperation."
Elric tightly gripped the ceramic bottle in his hand. His heart overflowed with hope for the future. He immediately said: "What cooperation anymore? Please just speak. I definitely will do it for you, whatever you want to do. I will reap all of their heads, whether it is citizens rebelling or the Church dogs arriving."
"Then thank you." Kaelen finished speaking. He waved at Brian, telling the boy to hand his plan document to Elric. Steven then fetched another chair. He handed it to Elric, letting Elric sit down to read the plan document carefully.
The plan document was written on goat skin parchment. The handwriting was small yet perfectly even. Elric read straight from the beginning to the end. His hands trembled the more he read.
The City Hall would be located right at the branch headquarters. The outside still hung the Church sign. Below having four administrative departments:
Department of Labor, Department of Foreign Affairs, Department of Commerce and Department of Public Security. Each administrative department had two heads. One human and one non-human. It needed exactly two signatures to be effective. Recruiting people would not ask about race. It would not ask about background. It only asked three things: knowing how to read, knowing how to calculate, being able to work.
The Department of Labor took care of recording population registers. It managed all rental, hiring contracts in the city. It concurrently also hung mission boards for mercenaries.
The Department of Foreign Affairs was the door blocking between Lyra and the outside, especially with the Church. The City Lord did not have to personally deal with the monks descending from the capital anymore from now on.
The Department of Commerce took capital from the confiscated properties of the two White-Robed Cardinals and the jade amount removed from the headquarters. It established shops selling daily necessities and cheap food. It built industrial workshops like forging workshops, textile garment workshops, ceramic workshops, soap-making workshops, glass workshops. It established merchant fleets.
The tax money collected from trading would be deducted to build schools and hospitals in addition.
The remaining portion would supplement military equipment and supplies. It recruited non-human and human soldiers. They complemented and supported each other.
The Department of Public Security, speaking bluntly, was the place managing all actions related to current laws. A brand new constitution was even in this section. It related to the peaceful coexistence of humans and non-humans.
Elric read again for the second time. He read slower, word by word.
The thing lying in his hands was not a plan document. It was a machine assembled long ago. It only waited for someone to oil it then start it up.
It did not miss a single thing, from the number of slaves in his mansion to the matter of weavers leaving for Fairden. It included everything from the acres of wasteland in the east to the fact that the three biggest merchants in the city were originally in-laws with each other.
Each clause mentioned in this plan document was something Elric had never thought about before. All rights in the plan document seemingly leaned towards non-humans. Actually, the people benefiting the most would still be humans if humans implemented according to what was written in this plan document.
The forging technique of Dwarves was indisputable. The invincible strength of a Beastman could match a high-level Knight squad. The dexterity of the Elf clan could leave humans several streets behind.
Humans truly could not catch up, just like the astuteness in commerce of the Goblin clan.
Elric felt his vision brighten. He had already imagined the prosperity of Lyra after just a few short months in his head. He tightly gripped the plan document in his hand. He raised his head to say to Kaelen:
"Lord, will these things succeed?"
Kaelen pulled his recording sphere out. He opened the documentary video he had filmed when still on the Beastman continent:
"This is the place where the Deities and I reincarnated. See for yourself."
