Chapter 20: Establishing Order — Part Two

Imposing a new system upon an entire continent was never something that could be accomplished overnight.

Even after the cities had begun to unite, the local authorities to submit, and the military forces to reorganize their ranks...

There were still those who refused.

Some were unwilling to relinquish the authority they had wielded for decades.

Others were unwilling to surrender the lands and resources their families had controlled for generations.

And some...

Had simply grown accustomed to living without a central authority.

To them, the new system was a direct threat to everything they had ever known.

And so...

Resistance began.

In a mountainous region far from the great cities, an enormous fortress belonging to an ancient family stood atop a chain of towering mountains.

That family had controlled the region for hundreds of years.

They had their own army.

Their own laws.

Their own storehouses.

Even their own mines.

And when the Council's envoys arrived to register the family's lands, forces, and resources...

The family's patriarch gave them a clear answer.

"These lands belong to my family."

One of the Council's representatives stood before him.

"Under the new system, all lands within Zeta are subject to the authority of the Supreme Council of Humanity."

The man laughed disdainfully.

"And since when has my family needed the Council's permission to govern its own territory?"

The envoy answered:

"Since Zeta became a unified land."

The man's expression changed.

Then he said coldly:

"You may return the way you came."

That family was not the only one.

In the north, several local rulers refused to surrender their forces.

In the south, some cities closed their gates to Council officials.

Elsewhere, wealthy merchants began secretly funding armed groups.

As for some of the ancient families...

They began communicating with one another.

Their objective was obvious.

Reject the new system.

And preserve their old authority.

At first, the Council attempted to handle the matter peacefully.

They sent envoys.

Then official notices.

Then final warnings.

But some factions interpreted this as weakness.

They believed the Council would never dare use force against them.

And that...

Was a grave mistake.

Several days later, a new report arrived at the headquarters of the Supreme Council of Humanity.

Valor opened the document.

He read it in silence.

Then placed it upon the table.

"How many groups have declared rebellion?"

The official answered:

"Thirty-two armed groups so far."

Thorin raised his head.

"And the families?"

"Eleven major families have refused to recognize the Council's authority."

Morgana asked:

"Have they attempted to attack Council forces?"

The official answered:

"Some of them already have."

The expressions of everyone present changed.

Then Eleanor spoke:

"Then this is no longer merely political opposition."

Valor answered:

"No."

He lifted his eyes from the report.

"It has become an armed rebellion."

Silence descended.

After a few moments...

Thorin asked:

"What are we going to do?"

Valor closed the file.

Then said:

"We give them one final chance."

That very day, the Council's message spread throughout every region that had rejected the new system.

Its wording was clear:

"All groups and factions refusing the authority of the Supreme Council of Humanity are hereby granted one final opportunity to submit to the unified system."

"All armed forces not operating under the unified command are required to surrender their weapons and reorganize according to the Council's orders."

"Those who comply shall face no punishment for their previous refusal."

"But those who choose armed resistance after the deadline..."

The message paused for a moment.

Then the final sentence appeared:

"Shall be treated as enemies of the new human order."

The message reached the cities.

The villages.

The fortresses.

The ancient families.

And the armed factions.

But some of them did not take it seriously.

Inside one of the fortresses, several family leaders gathered together.

One of them laughed.

"Does the Council truly believe it can subjugate all of us?"

Another said:

"I have more than ten thousand warriors."

A third added:

"My family controls three cosmic mines. Even the Council needs our resources."

One of the elders raised his head.

"Do not underestimate the Council."

The others looked toward him.

He continued:

"Humanity has changed."

But the man seated at the head of the gathering slammed his hand against the table.

"Changed?"

He smiled mockingly.

"There are only four leaders."

"They will never be able to control all of Zeta."

He did not know...

That those would be among the last words he would ever speak before his followers.

The deadline ended.

And not every faction surrendered.

Quite the opposite...

Some factions launched attacks.

In one city, an armed group attacked Council forces.

In another region, one family attempted to seize a population registration center.

In the north, an armed faction blocked a major road and prevented supplies from reaching several cities.

And in a mountainous region, one family openly declared:

"We will not recognize the Council."

At that moment...

There was no longer any room for retreat.

The following day...

The Council's forces moved.

It was not a reckless campaign.

Nor were massive armies sent to destroy the cities.

Instead, designated units advanced toward the centers of resistance.

Their objectives were clear:

Break the leadership.

Dismantle the independent armed forces.

And return the regions to the unified system.

At one fortress, the family's patriarch stood atop the walls.

Thousands of warriors stood behind him.

He looked down at the approaching Council forces.

Then laughed.

"They have come."

He raised his weapon.

"Show me how you intend to force us to submit."

But several hours later...

The fortress gates fell.

Then the walls.

Then the resistance collapsed.

The difference was not merely one of numbers.

It was organization.

The Council's forces moved as a single unit.

Their orders were clear.

Their ranks disciplined.

Their coordination flawless.

The forces opposing them...

Were a collection of factions accustomed to fighting according to their own methods.

It did not take long.

At the end of the battle, the resistance leaders were captured.

The soldiers who surrendered their weapons were not killed.

Nor were the civilians punished.

But the leaders of the rebellion...

And everyone proven to have participated in planning and carrying out the attacks...

Were escorted to the fortress's execution grounds.

One of the Council's representatives stood before them.

He said:

"You were given a chance."

No one answered.

"Then you chose armed resistance."

Silence remained.

The representative raised the document bearing the Council's seal.

Then said:

"By order of the Supreme Council of Humanity..."

He paused.

"The verdict has been issued."

And on that day...

The death sentences of the rebellion's leaders and those proven guilty of participation were carried out.

And that event was not an exception.

Over the following days, several other factions fell.

Faction by faction.

Fortress by fortress.

City by city.

Whenever a group chose armed resistance...

The Council moved.

Whenever a group chose surrender...

The door back into the system remained open.

But those who insisted on fighting until the very end...

Faced the same fate.

Execution.

It was not done out of vengeance.

It was done because the Council wanted to make one thing unmistakably clear to everyone.

The new system was not a proposal.

It was not an optional agreement.

And it was not a temporary authority that could be challenged by force.

In one of the cities, thousands of people gathered in a public square.

A raised platform had been erected in the center.

A Council representative stood upon it.

Behind him stood soldiers of the new order.

Before them stood several faction leaders whose involvement in armed rebellion and attacks against Council forces had been proven.

The representative looked over the crowd.

Then said:

"Listen carefully."

"For five thousand years, humanity has lived divided."

"We lost our lands."

"We lost our strength."

"And we lost millions because of our weakness and division."

Then he pointed toward the condemned.

"They chose to prolong our division."

"They chose weapons over order."

"And they chose their own interests over the future of humanity."

He fell silent for several moments.

Then said:

"That is why the verdict was issued."

In the moments that followed...

The sentence was carried out.

Silence descended upon the square.

No one celebrated.

No one cheered.

But the message had reached everyone.

After that...

Everything changed.

The rulers who had refused to recognize the Council began sending messages of submission.

The families that had hidden their forces began registering them.

The merchants who had funded armed factions ceased their support.

And the fortresses that had closed their gates opened them.

No one longer viewed the Council's orders as mere instructions that could simply be ignored.

Everyone had understood the truth.

If the Council had executed powerful leaders for armed rebellion...

Then it would not hesitate to confront anyone who threatened the new order.

At the headquarters of the Supreme Council of Humanity, reports continued to arrive.

"Four regions have declared their submission."

"Six families have surrendered their forces."

"Three cities have reopened their registration centers."

"The last armed group in the western region has been dismantled."

Valor read the reports one after another.

Then set them aside.

Thorin said:

"Things changed quickly."

Valor answered:

"Because people needed proof."

Thorin looked at him.

"Proof of what?"

Valor said:

"That the new system is real."

Then he added:

"And that no one will be allowed to return to the past."

Morgana was watching the reports.

She asked:

"Has the resistance ended?"

Valor shook his head.

"Not entirely."

Then he looked toward the map.

"But it has lost the ability to organize itself."

Eleanor smiled calmly.

"Then the next step..."

Valor answered:

"Is to solidify the system."

Over the following weeks, the Council began transforming what had once been temporary orders into a permanent system.

Local authorities became directly connected to the Council.

Military forces were placed under a unified command.

Resources were registered.

Lands were documented.

Population numbers were recorded.

And the cities were connected through a single administrative network.

Even the ancient families...

Were no longer above the law.

Everyone was subject to the same system.

No ruler could declare independence.

No family could form its own army without authorization.

No city could close its gates to the Council.

And no group could monopolize the resources of an entire region.

Zeta was changing.

Not merely in the appearance of its cities...

But in its very structure.

One night, Valor stood before a map of Zeta.

The markings upon it no longer represented scattered territories.

They formed a single vast network.

He studied it for a long time.

Then said:

"We began by reclaiming the land."

Then he added:

"Now... we reclaim order."

Thorin stood beside him.

"And what comes after order?"

Valor remained silent for several moments.

Then answered:

"Strength."

The word was short.

But it carried immense meaning.

Humanity was not reorganizing itself for the sake of order alone.

Order was merely the foundation.

The true objective...

Was to reclaim the strength humanity had lost five thousand years ago.

And so...

Another age of chaos came to an end.

Not every conflict disappeared.

Nor did every individual become convinced of the new system.

But something fundamental had changed.

It had become clear that the Council's authority was no longer theoretical.

The new laws were no longer mere words written on paper.

And any faction that chose to take up arms against the unified order would pay the price.

The cities submitted.

The families retreated.

The forces united.

And humanity's resources began to be gathered under a single authority.

As for Zeta...

It had begun to shed the final remnants of the Age of Division.

For the first time in five thousand years...

Humanity began to move as a single entity.

But establishing order was not the end of the road.

It was merely the foundation upon which the next stage would be built.

Now that the land had been stabilized...

Now that authority had been unified...

And now that humanity had begun to understand the true extent of its strength...

It was time for the next step.
