This attraction cannot rely only on authority.
If tribes can settle in the Dream Crystal Plains, or even hold gatherings there, it would surely be more attractive to young dragons than simply using authority to construct things.
Though thinking about this now is premature; they haven’t even seen adult mirror dragons yet, considering their children’s issues is too early.

Upon hearing Laplace’s words, Angel instinctively lowered his head to look down, discovering they had already reached the edge of the Immortal Mirror Sea.
Not far away stood a dome, in the flickering mirror light, one could vaguely see inside the dome, where a huge Crystal City radiated a sparkling brilliance.
"That’s the Crystal City of the Crystal Eye Clan, I’ll head over with Glaipnir, and we’ll meet later in Crystal City," Laplace said to Angel.
Angel nodded, "Alright."
Laplace said nothing more, and with Glaipnir leaning on a cane, they exited the Mirror Corridor, treading upon the immortal mirror light, flying straight towards Crystal City.

If the high-level officials of the Hundred-Dragon Divine Kingdom truly believed Pirush corrupted Baba Ragon, they would have the power to storm Pipi Castle and take Baba Ragon. But since they haven’t done so, it implies that they understand internally that Pirush is merely a scapegoat, and what’s crucial is Baba Ragon’s personal intentions.
