I. SUBJECT SUMMARY

Subject LIN YAN was the highest-contributing known participant in the first confirmed successful convergence clearance and has confirmed receipt of the unique Hero designation associated with the global first-clear announcement.

Current Directorate interest is based on three considerations:

1. demonstrated anomalous capability substantially exceeding known human baseline;2. probable possession of additional subject-exclusive capabilities or information not disclosed during initial debriefing; and3. the operational significance of maintaining continued access to an individual who has already demonstrated the capacity to materially affect convergence outcomes.

No evidence presently supports designation of the subject as hostile.

Continued observation and controlled liaison contact are authorized.

II. BACKGROUND FINDINGS

Civil and welfare records establish that the subject was abandoned by his biological parents during early childhood and was subsequently raised primarily within the public child-welfare system.

Both biological parents have been identified and located.

Each subsequently remarried and established a separate family household. Both households are presently assessed as financially stable. No meaningful contact between either biological parent and the subject has been identified for more than a decade.

The subject entered independent living at sixteen and has supported himself through a succession of low-wage manual and service occupations.

Current employment at the time of the convergence was night-shift removal work for a funeral home.

Financial review indicates prolonged income instability, limited accumulated savings and recurring short-term liquidity shortages. Available records are more consistent with insufficient income than with uncontrolled expenditure.

Investigators identified repeated delayed payments and periodic liquidation of nonessential personal property during financial shortages. One documented instance involved removal and sale of the camera module and other nonessential components from the subject’s mobile telephone while retaining minimum communication functionality.

No significant criminal, political, gang or extremist affiliation has been identified.

Background findings are considered sufficient for present contact planning. No broader family notification is authorized.

III. ANOMALOUS CAPABILITY ASSESSMENT

A. Kill-Associated Capability Progression

Review of station surveillance, survivor testimony and reconstructed combat chronology establishes a repeated temporal relationship between hostile deaths personally attributable to the subject and subsequent increases or alterations in subject capability.

The observed progression occurred within a period too short to be explained by physical conditioning, technical familiarity, adrenaline response or ordinary adaptation to combat.

Early in the convergence, the subject required repeated heavy strikes with an emergency tool to produce lethal cranial injury against a single hostile.

Later engagements show materially greater physical output, improved weapon handling and substantially increased destructive force.

The most significant observable change followed the subject’s confirmed killing of the hostile designated Trollblood Goblin Crusher.

Shortly thereafter, the subject entered a reversible altered state characterized by major increases in apparent body mass, muscular development, stature and physical strength.

The defeated hostile exhibited the same dominant physical characteristics.

The correspondence is considered operationally significant.

ASSESSMENT: At least part of the subject’s anomalous capability is associated with kills personally completed by the subject.

CONFIDENCE: HIGH.

SECONDARY ASSESSMENT: The subject may acquire, reproduce or otherwise gain access to characteristics derived from killed organisms.

CONFIDENCE: MODERATE TO HIGH.

Current evidence does not distinguish between biological assimilation, trait acquisition, ability replication, kill-triggered reward allocation or another functionally equivalent mechanism.

Further speculation is not presently considered useful.

B. Persistent and Reversible Effects

Observed anomalous changes have not followed a single persistence pattern.

Certain improvements remained evident after the engagement in which they first became observable. The major post-Crusher transformation did not.

Available evidence is therefore compatible with a mechanism involving multiple independently governed effects, including effects that may be permanent, conditional, selectively activated or temporarily equipped.

ASSESSMENT: Capabilities visible during routine observation should not be treated as an exhaustive representation of the subject’s available capability set.

C. Subject-Exclusive Information Mechanism

Station recordings contain repeated instances in which the subject briefly disengages from his surroundings following hostile kills, major convergence events or settlement transitions.

Comparable behavior was independently described by surviving participants.

No corresponding visual display has been recovered from station cameras. No external voice, transmission or second communicating party was identified in available audio.

The observed behavior is consistent with the subject receiving or reviewing information unavailable to surrounding persons.

An internally perceived interface, anomalous sensory channel or comparable guidance mechanism remains a credible working hypothesis.

A "system"-type interface, analogous to mechanisms commonly depicted in games and progression fiction, cannot presently be excluded solely because the concept originated in fiction.

The convergence phenomenon itself has rendered prior assumptions of impossibility analytically unreliable.

ASSESSMENT: A private informational or guidance mechanism is probable.

CONFIDENCE: MODERATE.

D. Disclosure Limits

During initial debriefing, the subject provided information concerning public convergence mechanics, Contribution Points, settlement rewards, participant ranking and receipt of the Hero designation.

These subjects were independently observable or readily verifiable.

Disclosure decreased materially when questioning approached mechanisms apparently unique to the subject.

No generalized refusal to cooperate was observed.

ASSESSMENT: Non-disclosure is deliberate and limited primarily to subject-exclusive capability mechanisms and information.

No current evidence indicates that concealment is connected to hostile planning.

Compulsory disclosure measures are not recommended under present conditions.

IV. SECURITY CLASSIFICATION

CURRENT OPERATIONAL RISK: YELLOW

CURRENT HOSTILITY: LOW

These classifications are independent.

ORANGE reflects demonstrated anomalous combat capability, rapid capability growth within a single convergence and the present absence of a reliable upper-bound estimate.

YELLOW reflects incomplete knowledge of subject-exclusive mechanisms, the possibility of further rapid capability expansion and the operational consequences that would follow from a deterioration in cooperation.

LOW reflects currently observed intent.

The subject has demonstrated extreme willingness to employ lethal force against active nonhuman hostiles but has not demonstrated indiscriminate lethal behavior toward civilians or Directorate personnel.

Current information does not support RED classification, hostile designation or preventive detention.

Reassessment is mandatory following any material increase in demonstrated capability, change in affiliation, sustained behavioral abnormality or indication of hostile intent.

V. CONTACT AND SURVEILLANCE DISPOSITION

Subject will remain classified as a cooperative civilian under active observation.

Direct detention, compulsory medical custody and continuous overt tactical escort are not authorized at this stage.

The following monitoring configuration is approved:

Primary field contact: one designated liaison / observation officer.

Analytical support: two personnel assigned on rotating coverage for report consolidation, communications support, review of authorized technical collection and immediate escalation of material changes in subject capability or behavior.

Tactical response: no dedicated tactical team assigned for continuous physical surveillance. Federal Special Response Unit availability will be maintained on an on-call basis through the regional convergence response chain.

Technical and physical observation is to remain proportionate to the current YELLOW operational-risk classification.

Routine civilian activity is not to be interrupted solely for intelligence collection.

The subject is not to be informed of classified analytical conclusions concerning the probable structure of his anomalous capability unless operationally necessary.

The Hero designation and associated identifying information will remain compartmented.

VI. PRIMARY LIAISON ASSIGNMENT

Officer Morgan was selected from the available qualified field candidates following review by behavioral intelligence personnel.

Primary selection criteria included independent field competence, suitability for unsupervised civilian contact, interpersonal adaptability and capacity to maintain observation without requiring visible security presence.

Comparative suitability review identified Morgan as the strongest available match for sustained informal contact with the subject.

Relevant factors include a youthful, soft-featured appearance; short hair; a distinctly feminine physical profile; and a presentation assessed as approachable rather than institutionally imposing.

Review of available behavioral-preference data indicates that these characteristics correspond closely with patterns of personal attraction previously demonstrated by the subject.

Morgan’s conversational style and interpersonal presentation were additionally assessed as compatible with the subject’s probable preferences in routine social interaction.

BEHAVIORAL INTELLIGENCE JUDGMENT: Subject is likely to find Officer Morgan personally attractive and comparatively easy to tolerate in prolonged proximity.

This consideration was not sufficient independently to establish assignment suitability. Morgan had already satisfied field, security and psychological requirements for the role.

It was, however, considered material in the final selection between otherwise qualified candidates.

Officer Morgan is authorized to maintain routine contact, accompany the subject where operationally appropriate, provide logistical coordination, communicate Directorate requests, conduct noncustodial observation and report material changes in capability, conduct or apparent intent.

Rotation of the primary liaison is not recommended absent operational necessity, compromise of the liaison relationship or loss of officer availability.

VII. DISPOSITION

Subject LIN YAN remains of significant intelligence and operational interest.

Available evidence indicates substantial anomalous capability, probable access to additional unobserved effects and a private information mechanism not presently available to the Directorate.

Current evidence does not indicate hostility toward the Earth Federation.

DIRECTORATE DISPOSITION:

Maintain Level IV classification.

Maintain YELLOW operational-risk status.

Continue active monitoring.

Maintain Claire Morgan as primary field contact.

Retain FSRU response capability on call; no permanent tactical surveillance detail authorized.

Preserve subject anonymity in connection with the Hero designation.

Reassess immediately upon material capability change.
