Omina asked for five strips of tape.

The Name Office gave her four.

She looked at the empty space where the fifth should have been. "Predictable."

Four strips would have been enough for the office: holder, claimant, owner, name. The missing lane was the one that bled.

Omina held her palm out and waited. The clerk in the gray sleeve stared at her hand as if tape could become classified material.

"Witness lane," Omina said.

"Supplies are limited."

"So are excuses."

The sleeve withdrew behind the counter. JJ dug into her pocket and found a bent roll from the shelter supplies. It had lint stuck to one side and blood on the cardboard center.

"Use ugly tape," JJ said.

Omina took it. "Ugly tape has served us well."

She tore five strips and pressed them to the drawer face, one under each column: holder, claimant, owner, witness, name. The tape wrinkled under owner.

Zunoder noticed. "Even the tape knows which one matters."

Omina pressed the wrinkle flat with her thumb. "The tape knows it was folded in someone's pocket."

"My pocket has standards," JJ said.

"Low ones."

"Effective ones."

Ty watched the five words settle. They looked too simple for how badly people could die under them.

Omina pointed to the first strip. "A holder has physical control or present custody. A claimant asserts right. An owner has recognized authority, if ownership is lawful and applicable. A witness bears cost to establish or contest fact."

She paused at name, and the hallway listened harder.

"A name is addressable identity," she said. "It can be legal, chosen, public, provisional, hostile, inherited, assigned, or protected. It is not automatically identical to any prior lane."

The tape under name held. The office tried to help in the way hostile rooms often did, drifting name toward owner. Omina put the heel of her hand between the strips and separated them.

Name drifted toward holder next. JJ leaned over the drawer and asked whether it was going to keep doing that.

"Yes," Omina said.

JJ asked if she could stab the tape. Omina refused that but allowed a brief insult, so JJ bent close to the strips and called it lazy filing.

The tape settled. Heissman blinked hard enough to show offense at reality. "That should not have worked."

"It likes accuracy," JJ said.

Omina kept her hand on the lane break until the route stopped nudging the words. "Public systems prefer fewer boxes. Fewer boxes make faster orders."

Ty looked at the five strips and thought of every room where faster had meant him.

Erebos entered the lane distinction, and Zunoder stepped forward to demand his own lanes.

Omina started with face-user claimant, which lit claimant. Then she entered current holder of old body, which lit holder.

Ty's spine tightened at old body, but the wording was better than some alternatives.

"Per Nora Pell and Mr. Hollis record, public action performer."

Public action appeared beside the lanes instead of lighting witness. Zunoder frowned.

Omina met his look. "Action is evidence. It is not a lane."

"Convenient."

"Accurate."

The hallway offered a compromise and tried to slide public action toward witness. Zunoder let it move. Omina tapped the strip before it crossed.

"Action can support witness weight. It cannot impersonate cost."

"Saving a man carries cost," Zunoder said.

"Yes. To the person saved, the person passed over, and the body that acted. We are still reviewing which will be allowed to speak."

Nora's pinned phrase flashed from the shelter feed. Second part: what the camera missed.

The public-action line dimmed by one degree.

Zunoder smiled. "Enter Bone Half."

Omina turned to Ty and entered subject designation under review. Name lit weakly.

She added skeleton holder, and holder lit under Ty without connecting to Hamberton. Then she added witnessed responder under cost.

Witness lit, then flickered. The flicker hurt more than darkness.

Zunoder lifted his hand. "Weak."

"Contested," Omina said. When he tried to make weak contested sound like surrender, she held the word where it stood.

Ty looked at the five strips. "Enter Hamberton, Tyrone."

JJ's face tightened. "Ty."

"We need to know where it stands."

Yun-Jin watched him closely and said nothing.

Omina moved to the drawer label. "Hamberton, Tyrone. Old death intake subject."

Old record appeared over the tape but refused to pick a lane. Omina's mouth hardened.

"There."

Zunoder's smile faded. "There?"

"The record is not allowed to pretend it knows whether it is name, body, subject, dead file, or misfile."

The drawer clicked angrily and tried to make subject Hamberton, Tyrone the main line.

Omina answered, "Subject of that file. Not automatic owner of this name."

Erebos separated subject file from active name claim.

Zunoder's hand closed at his side. He had gained body and public action while automatic merge stayed out of reach. That made him more dangerous, not less.

Ty felt the old body's irritation through the room like heat under a door.

"You are making language do the work of denial," Zunoder said.

Omina shook her head. "I am making language stop doing the work of theft."

The line landed clean enough that the route tried to claim it as argument weight. Omina cut in first and made it lane clarification.

Heissman looked almost impressed. "You are better without rank."

Omina glanced at him. "Be careful."

"I said better. Not pleasant."

"Still careful."

JJ rubbed her sponsor seal and looked at the lanes. "So Zunoder has holder and claimant weight, plus public action. We have provisional name, contested witness cost, and no clean origin."

"Yes," Omina said.

"Awful board."

"Honest board."

Ty stared at name. It still lit weakly under Bone Half. Weak was still present. He had learned to respect weak things that kept standing.

Zunoder turned toward the public clock. It had reached 28 and stayed there, waiting for a better meal.

"Public recognition can collapse lanes," he said.

"That is the next dispute."

"Then bring precedent. Show me a name that survived when public recognition, body record, and old file all pointed elsewhere."

The demand pressed against the five strips. Name flickered. Ty reached toward it before he thought better of it.

Omina caught his wrist with two fingers. "My filing."

Ty let his hand fall.

She pressed the strip herself until the tape crease flattened. "Subject interference rejected. Counsel overextension noted."

JJ looked at her. "Do you have to record your own overextension?"

"If I want the correction to survive."

The cost reached her voice. Ty heard it in the way she let go of his wrist before the route could call it comfort.

The Name Office liked the challenge. A tall cabinet opened in the wall, full of old-world folders.

Kieran the Hunter's gold light brightened from the shelter feed. Jade saw the cabinet and said one word.

"No."

Erebos requested precedent for separation surviving public recognition. The cabinet opened anyway.

The first folder on the shelf carried a burned gold seal.

Hunter precedent.

Kieran stood from beside Mason's cot. "Keep the child out."

Jade answered, "Always."

The folder slid forward. It smelled like old ash even through the screen.
