The Rebel Army was likely made up of dissidents who had been hiding within the Ice and Snow City all along.

Glancing around, she said, "This place isn’t suitable. How about we go to the back mountain? It’s more open there. Some Magic has a wide area of effect and can’t be cast properly here."
Li Wei nodded. "No problem, let’s go."
The Ice and Snow City was built against a snowy mountain. At the foot of the mountain was the residential district for ordinary citizens, where most of the city’s population was concentrated.
The buildings became scarcer further up the mountain, with the Ice Jade Palace at the very peak.

The Valkyrie Squad’s strength wasn’t weak, either. It didn’t seem like they would be defeated by such a force.
Looking down from high above, the Valkyrie Squad clearly had the upper hand in the battle, suppressing the poorly equipped Rebel Army.
