The criminals occupying these two floors are either on death row or serving life sentences. With only two sentences given to high-level prisoners, this means they have no chance of being released.
One of the people occupying the high-level criminal cell is Rid. He is currently in a cell on the 6th floor of the prison, although he is currently only being held there temporarily until his trial is decided. The reason he was placed on that floor was because the crimes he committed in the Hevea Forest had already earned him the reputation of a high-level criminal. That's why he was placed there.
