It only took a moment for Kalli to decide.

{I will come to you. I have a mobile suit, so it’s not an issue for me to get to the Arks. Just open a hangar door and I will fly in.}

Kalli made sure the chicken cage was locked to keep the heroes safe, and then whistled to the next hero she saw, a dark-haired man from the undersea base whose name she hadn’t yet memorized. He was sitting out in front of the Tinkers shop, taking a break.

A warrior, she was pretty certain, given the heavy armour.

No, a Paladin, or he would be in Power Armour.

"I am headed to the Arks for a meeting. I’ve put a message up on the Hall of Heroes notice board, but the robot assistant and the statue will be there should anyone need them. Spread the word, would you?"

"Got it, Coordinator. I’m working a shift in here repairing armour, so I’ll be around all morning if someone kicks up a fuss."

"Thanks for that. I shouldn’t be long, but I need to Coordinate with the Fleet Admiral to get the Arks prepared for what comes next."

That made the man chuckle. "Indeed. No way around that, Coordinator."

Kalli took a deep breath, mentally preparing herself for an argument with the Fleet Commander about what was necessary and what was possible.

This meeting was bound to be stressful, but necessary.

The Mobile Flight Suit streaked through the sky as the bay door on the top level of the largest Ark opened, granting her access, and a thrilled audience, who had never gotten to see the flight suits up close.

"Coordinator! It’s a pleasure to see you again. I didn’t expect that your flight abilities would be quite so impressive. Do you perhaps have higher than average agility?" The Fleet Admiral asked.

Kalli laughed. "You could say that. When it comes to raw physical abilities, I don’t lose to many. I got a bonus to them as a trial reward, so while I’m not a combat class, I’m not incapable."

While Kalli didn’t notice it, being around so many powerful warriors and Rogues most of the time, being around regular humans from the Arks’s staff felt painfully slow.

They were clumsy, uncoordinated, and slow.

But once she thought about it, they were actually quite average. It was that with a hundred extra points added to all her abilities, she was ten times as capable as a standard human, and her reaction times had grown so fast that she had to wait for others to notice things she had already categorized and chosen to ignore or accept.

"Coordinator, please follow me. We have a meeting room prepared, and I think that the visuals should make it easier to understand."

Kalli nodded and followed him into the meeting room after switching from the flight suit to her usual light armour.

"I will never get used to how fast it is to change between sets of armour when they’re in your backpack," one of the assistants muttered.

Kalli patted him gently on the shoulder, and noticed that the man dipped a little.

"Give it time. Everyone is slowly making it to level 0, and once they do, it’s just a matter of hard work and practice before they can make it to level 1 and gain hero status," she assured.

"Easy for you to say. Or are there really that many reaching level 0 in Marimgar?"

Kalli nodded. "I would say that a full ten percent, perhaps more, of the population has advanced since the start of the third trial. They’ve all been working hard, and doing the workout quest even when they can’t accept it yet.

Are the residents here not advancing as quickly? I’m seeing a lot of quest completions from the Arks."

The Fleet Admiral laughed grimly. "If we had ten percent of the population gain level 0, that would be seventy thousand new workers just during the third trial, from the arks outside the walls. I’m quite certain that you would have noticed that."

Kalli frowned. "You have a point. Even if they just got the completion for the daily work quest, that would be a massive number of completions. I definitely would not have missed that sort of advancement.

I guess that we have work to do, in order to keep their growth rate up. I think that some of it has to do with the fact that we’ve had the others running ammunition and all sorts of other tasks to help the heroes.

They’re not quite quests, but they’re much more actively involved in the trial than the ones in the Ark waiting.

We can make that part of the meeting. But what did you call me here to discuss?"

"The fact that we’re getting indications that the fleet will be fully merged into Marimgar’s numbers at the end of the trial, but our portion of the effort has been ... underwhelming.

With the Arks in place, and the shields up, everything has been avoiding us, while our light weapons are very limited.

Either we are going to have to lift off for a large-scale clearance, or we will have to leave the Arks to start doing something productive. The supplies and resources that we have simply won’t allow us to do much more than maintain our current living conditions.

The trial will measure improvements, and while the first hundred thousand are now safely in the city and moving back to regular life, the rest of us are stuck in limbo.

That’s likely going to drag the numbers down if there isn’t a way to alter it by the end of the trial."

Kalli nodded. "Alright, I assume that you’ve come up with at least one or two proposals. I will listen to what you’ve come up with before adding my own suggestions to the mix."

The Fleet Admiral looked immensely relieved to hear that.

"Gentlemen, bring up the first city planning design. This is the initial design that we thought of because the number of heroes to defend the walls is limited, and simply extending the walls to enclose the Arks is impractical.

We call this the Skyport Development plan."
