Kalli stared at the design that they had come up with, and had to admit that it was actually brilliant. Horrifying, but brilliant.

Instead of making a massive extension to the city for the Arks, the Fleet Admiral’s plan would have them make a small extension on the north side of the city, where there was a steep hill between the walls and the ocean.

They would extend the city a short distance that way, but not with conventional buildings. Instead, there would be a massive outer wall built with multiple hangar bays in it, so that Arks could be docked, with residential and commercial quarters in between them.

Kalli recognized it immediately. It was designed to be an orbital repair station, high density residence for repair workers, with heavy defensive weapons built into the outer walls.

That was in case of pirate attacks, but it would work on the ground as well.

The issue would be that even if they put the Arks lengthwise, they would be adding nearly eight hundred metres to that side of the city, and the height would be taller than everything else by a wide margin. The Arks were forty stories tall, nearly eight hundred metres long and three hundred wide.

But even with that prodigious size, the four largest Arks were crammed to maximum capacity with seven hundred thousand residents.

In order to make the people comfortable, they would have to do a major renovation, on top of the expansion. It simply wasn’t large enough to hold everyone, as the design was mostly designed to have people keep living on the Arks, with access to the city.

"I think that this is a good start, but it’s not going to give us the quality of life that we’re going to need to get full points from the trial.

What if we modified the plan to make the whole outer wall a building with concrete walls and gun emplacements? We can make the whole outer section a double wall, with walkways for service and military access, to reduce the risk to wall residents. But that will allow us to expand the wall and the city without significantly increasing the force needed to defend it.

I know that living there isn’t optimal during the trials, but it’s better than the crowding of the Arks."

The Fleet Admiral paused. "That’s actually not a terrible idea. It would give a very ’fortified city’ vibe. But having the outer walls be filled with housing that could be evacuated to slow the enemy advance wouldn’t be a terrible choice.

Our other option was to ask you to help make a secondary outpost to the south, in the clearing where the Swineherd Demons were originally camped.

That was the less desirable option, as it would require building away from the city, and a whole new set of walls that would need to be defended. The shortage of heroes makes that undesirable.

We’ve got a whole bunch of military engineers here, why don’t we see if we can have them work on the design? Your current walls are magical stone or something, right?"

Kalli laughed. "Our current walls are volcanic ash and concrete."

That made the Fleet Admiral pause.

"Wait, you’ve just piled volcanic ash behind concrete, to make a wall that can’t be knocked over?"

Kalli nodded. "Yep. It’s been brilliant, honestly."

"Knowing that, it might actually be better for the new wall to be inside that one. If we put it twenty metres back, and make a wall of building with outer concrete wall, no higher than the current buildings, with weapons emplacements in the outer walls like so ..."

The design on the holographic projector flashed, and Kalli examined the plan. It would involve moving most of the {Air Defence Battery} emplacements, but that wasn’t a big deal.

The real problem was that it was ugly, and blocked the sun.

It would make life inside the city feel like being in prison, as the buildings were so much taller than the existing outer wall, which didn’t look like a wall at all, with the grass growing on the slopes.

One of the staffers in the room raised his hand. "Sir, what if we go the other way? Instead of building upward, we build downward? Forty stories of subterranean fortifications and storage.

No natural light is a drawback, but it won’t interfere with the existing city design."

Kalli looked at the altered design, and then smiled.

"If we build ramps and vehicle storage in these locations, we can have them exit outside the city walls via a long tunnel. That will give us the ability to assault enemy forces that haven’t surrounded the city, then retreat behind fortifications.

It will require some changes to the outer walls, but nothing that we can’t handle.

The issue will be the time to make it, and the System Points, as I’m running low on System Rewards after doing so much to upgrade the city.

I can likely make the bare bones of the hangars for the Arks. That shouldn’t be a big issue, if the heroes work with me to build the outer concrete walls first.

The issue is that there is no realistic way to cram over three quarters of a million people into a city with the footprint that we have now, and still have it give the sort of living space that we were all used to.

Compromises will have to be made to defend the city, but we can definitely build a wall around the Arks and find a way to defend them, if we can stack them up two high.

That’s going to be a massive hangar tower already, but it’s the only practical way.

With the materials we have, it might even have to be an open hangar platform, or one pair of Arks moved underground, with the others sitting directly above them."

The room burst into noise as the teams argued about the best ways to get the Arks moved next to the city, and an extension built that could actually be defended. That was the most important part. They needed some way to place the Arks that was going to be defensible.
