The World Ends In 27 Days

Zhiyi reviewed the Heat-shelter schedule from the back seat of Zeyu’s car.

The nine days consumed by the wedding preparations hadn’t delayed construction.

Shichen’s crews had continued working around the clock while Hanchuan dealt with guests, press statements and the ceremony. Supplies had been purchased, equipment installed and reinforced sections completed according to the schedules Zhiyi approved.

All three Heat shelters could protect six people from the temperatures expected outside.

But that didn’t mean all three were ready to receive them.

Luming Mountain Hotel had passed its ventilation and generator tests. Its underground water system remained under observation, but the protected core could already support occupation if they accepted temporary living arrangements while the residential areas were finished.

The Reservoir Safe House had reached the same stage that morning. Its independent power system was operational, the wells had passed contamination testing and the protected sections were sealed.

Shichen still required a final electrical inspection, an emergency-door test and 24 hours of stable ventilation data before approving it.

Xiling Data Archive was farther behind.

The buried structure was complete, both tunnel entrances were secure and the new air system had been running for four days. The remaining work involved water-pressure testing, calibrating the environmental controls and completing a full emergency shutdown simulation.

Under the current schedule, the Reservoir Safe House would receive final occupation approval in three days. Xiling would receive it the following morning.

That left only five days before the Heat.

Zhiyi enlarged the schedule and examined every unfinished item. None required new construction. They required inspectors, test periods and confirmation that systems already installed performed as intended.

The schedule was reasonable.

It was also unnecessarily slow.

She moved both final inspections forward.

Zeyu glanced at the tablet when the changes appeared on his dashboard. "You just rescheduled two occupation tests."

"The alternates are waiting for confirmation rather than construction," Zhiyi explained. "The tests can begin tonight."

"The Reservoir Safe House hasn’t completed its ventilation observation period."

"It has completed 17 hours without a deviation."

"The requirement is 24."

"Then it will complete the requirement in seven hours."

Zeyu considered the calculation before looking at the road again. "And Xiling?"

"The water-pressure test can occur while the environmental controls are calibrated. The emergency shutdown simulation doesn’t require either system to be inactive."

"You’re running all three at once."

"Yes."

Zhiyi had identified no technical reason they needed to occur separately. The existing schedule reduced the number of supervisors required, but personnel were easier to duplicate than time.

By the time Zeyu parked beneath Hanchuan’s covered entrance, she had moved both Heat alternates toward full occupation approval within 48 hours.

He leaned toward the center console and examined the revised schedule more closely.

"You’ve removed most of the waiting periods."

"I removed the periods in which no work was occurring," Zhiyi clarified. Required observation times remained unchanged, but preparation for subsequent tests could happen while those observations continued.

"Shichen will tell you that his schedule exists for a reason."

"The original schedule assumed Luming would remain available," she replied. "If that assumption fails, the order is no longer valid."

Zeyu smiled as he shut off the engine. "You can tell him that."

Hanchuan and Shichen returned from Luming 32 minutes later.

Zhiyi had transferred the revised schedule to the study wall and was comparing the inspectors assigned to each Heat property.

Jingwei stood near the windows reviewing the investigation into Zeyu’s board member, while Qinghe worked at the other end of the table with the corrected medical inventory.

Hanchuan entered the room and went directly to Zhiyi. His hand settled against the side of her neck before his attention moved to the schedule covering the wall.

"You changed the Heat certifications," he observed.

"The alternates wouldn’t be approved for occupation until the final five days," Zhiyi explained. "There is no operational reason to wait that long."

Shichen stopped beside the table. "There is an administrative reason. The same commissioning team is scheduled to supervise both properties."

"That team can be divided."

"The engineers were selected because they already understand the systems."

"Each property only requires one of them. The remaining positions can be filled by people who installed the equipment."

Shichen set down his tablet and approached the display. He examined every task Zhiyi had moved before opening the inspection reports.

"The Reservoir Safe House can complete its tests tonight," he agreed after several minutes. "Xiling is more complicated. Its shutdown simulation requires representatives from the ventilation, power and security teams."

"All three teams are already working at the property."

"They weren’t scheduled to perform the simulation until the water test was complete."

Zhiyi indicated the separate systems. "The water test doesn’t affect their work."

Shichen studied the dependency map before removing the connection between the tasks. The projected occupation approval moved forward by 31 hours.

No construction crews needed to abandon another property. They only had to complete the final tests in a different order.

Hanchuan read the new approval times. "Both alternates will be ready within 48 hours?"

"If nothing fails," Shichen said. "If a system does fail, identifying it earlier gives us more time to correct it."

"Then begin tonight," Hanchuan ordered.

Shichen immediately contacted the supervisors at both sites. Engineers who expected to leave the Reservoir Safe House remained to complete the emergency-door and electrical tests. Xiling’s teams began preparing for the shutdown simulation while the water system continued building pressure.

Zeyu moved the first occupation supplies forward as well. Bedding, clothing and household items could remain inside sealed containers until the residential sections were finished, but placing them at each shelter removed another task from the final days.

Food and medicine already waited in the assigned warehouse networks. As soon as Shichen approved the environmental controls, Zeyu’s trucks could begin moving the most vulnerable supplies behind the protected doors.

Qinghe adjusted the medical schedule. Both alternates contained stocked emergency rooms, but several temperature-sensitive medicines remained at temporary warehouses until their backup refrigeration passed testing.

"I can supervise the Reservoir Safe House tonight," he offered. "The medical refrigeration can be tested under full load while the rest of the electrical system is inspected."

His calm explanation removed another waiting period without compromising the test.

Jingwei took responsibility for Xiling. The shutdown simulation required every automated door, camera, alarm and access system to function after the main grid was disconnected. He wanted his own people present before he accepted anyone else’s report.

Within an hour, all five men had assignments.

Hanchuan would remain with Zhiyi and coordinate the approvals from the house. Qinghe would go to the Reservoir Safe House.

Jingwei would leave for Xiling with the security engineers.

Zeyu would keep trucks waiting near both warehouse networks without revealing their final destinations to the drivers.

Shichen would move between the properties after reviewing Luming’s overnight work.

Nothing about the accelerated schedule suggested panic.

They weren’t building shelters in 48 hours. They were proving that shelters built during the previous weeks could perform the functions assigned to them.

Zhiyi checked every revised dependency before accepting the schedule.

"The Reservoir Safe House should receive occupation approval by eight tomorrow morning," she said. "Xiling should receive it before midnight tomorrow."

"If every test passes," Shichen reminded her.

"If a test fails, repairs begin immediately rather than three days from now."

He couldn’t dispute that advantage.

Hanchuan closed the schedule once Zhiyi finished reviewing it. "All three Heat shelters will be ready before anything else receives priority."

That instruction went beyond the certification tests.

Zeyu moved emergency bags for all six of them to vehicles that would remain fueled and available. Qinghe added medical kits designed to support evacuation without access to the larger supply network. Jingwei assigned drivers and security teams who could report within 30 minutes at any hour.

Zhiyi reviewed the vehicle list. "We weren’t scheduled to prepare the evacuation convoy until the final three days."

Hanchuan looked at the time required to assemble it later. "There’s no reason to wait."

No one disagreed.

By midnight, the vehicles would be fueled, supplied and parked beneath secured roofs. Within 48 hours, every Heat shelter would be capable of receiving them.

According to the countdown, they wouldn’t need to leave for another nine days.

Zhiyi had no reason to believe the countdown was wrong.
