Following the silence, Gwen focused on the file at hand, then started.

"Effective immediately, Selene is hereby granted the rank of First-Class Noble and appointed Lord Regent of Eternal Night City."

She paused, her gaze shifting to her childhood best friend with a small smile. She quickly looked away and continued.

"Marie is hereby granted the rank of Second-Class Noble and appointed Commander of the Eternal Night Army."

Marie’s eyes widened, and she turned to look at Leon in shock. He didn’t say anything, as he already had his eyes closed—seemingly asleep.

"Richard and Miguel are hereby granted the ranks of Third-Class Nobles and appointed Vice Commanders of the Eternal Night Army."

The two young men glanced at each other, then smiled.

Ignoring their reactions, Gwen continued.

"Nicolas is hereby granted the rank of Third-Class Noble and appointed Military Commander of the Eternal Night City’s Defense Unit."

The former soldier was stunned, but kept his expression professional. He was a mature man, after all.

"Cassie and Fel are hereby granted the ranks of Second-Class Nobles and appointed as... Lord Leon’s personal attendants."

She smiled faintly, glancing at Leon only to find him looking at her in surprise.

The ’Lord’ title definitely wasn’t something he had added there, he was sure.

Glancing away from him, Gwen continued, her smile widening.

"I am hereby granted the rank of a... First-Class Noble and appointed as the Chief Administrator of the Eternal Night City."

Although she tried to mask her surprise, Leon still sensed it. What they had previously agreed on was giving her a Second-Class Noble rank. According to her, it was only appropriate for there to be one First-Class Noble with authority second only to Leon.

This was to prevent future complications and strife. However, why did Leon change that?

She looked at him in confusion for a moment, but his face gave nothing away.

Still, she continued with the announcement.

"Reymond is hereby granted the rank of a Third-Class Noble and appointed as the Squad Leader of the Reconnaissance Team."

She glanced at her other childhood friend, then looked away.

"Emily and Jones are hereby granted the ranks of Fourth-Class Nobles and appointed as Vice Squad Leaders of the Reconnaissance Team."

"Rowan is hereby granted..."

She continued announcing each person’s noble rank, down to the last living person in the meeting hall. Of course, those who had died were removed from the list, so she didn’t bother mentioning their names.

Their positions could remain empty for a while.

Once she was done, Gwen turned to Leon and said in a clear, loud voice.

"And finally, Leon is the Eternal Night City’s City Lord."

The meeting hall was filled with a different kind of pressure as everyone looked at the relaxed young man in blue pajamas.

He waved casually, causing the atmosphere to ease slightly.

"Since everyone knows what they need to do, I’ll keep it brief. There is one thing I would like to clarify before we conclude today’s meeting." He said, his voice deep and his eyes sharp, "Those with a higher Class of Noble titles should not get complacent. The only reason you were granted this title is based on your contributions to the city up to this moment, but your Noble Class could be lowered in an instant and your position could be snatched away by someone else."

The meeting hall became tense again, and the officials began to glance at each other.

"Those who did not receive a clear position or who are not satisfied with the level of their titles need not worry too much either. There are many ways to rise through the noble hierarchy, and contributions are the way to do so," He paused, letting the words sink. "Anyone can fall and anyone can rise. Nothing is permanent."

The people who were given higher nobility classes immediately straightened their backs, while the others with lower nobility classes were motivated to work harder.

After a moment of silence, Leon continued. "Also, we now have a proper currency for the city, which will be used by all Eternal Night citizens, including everyone here. More information about the denomination of the currency will be passed to you all later."

Placing both hands on the table, he rose to his feet.

"This will be the end of the meeting."

The others rose up and bowed to him, starting with Gwen. No one hesitated to follow, as they all understood it. This wasn’t the old economy. This was a new economy, and they all needed to adapt fast.

Leon nodded and walked out of the meeting hall with Gwen and Selene.

The moment they stepped outside, the ice-cold beauty looked at him with a slight smirk.

"How do you feel, becoming a Lord?"

Leon rolled his eyes. "Tiring and irksome, actually. But if it means reaching my goals, then what’s the harm in dealing with some annoying people?"

From his other side, Gwen chuckled and said, "It’s usually like that, Leon. Even the president has a few officials he finds annoying."

He nodded in agreement.

"Oh, right!" She suddenly smiled brightly. "I already completed my evolution requirements, and I’ll be evolving today."

Leon and Selene were surprised, but also relieved. Gwen hadn’t allowed them to help her in completing the requirements, and she didn’t even share the details.

Fortunately, it seemed it wasn’t anything impossibly difficult, and she had completed it.

"Alright, then. You can come to my room when you’re ready," Selene said to her, then quickened her pace, disappearing into the distance.

Leon’s steps slowed, and he turned around to look at Gwen.

"You want to ask me something?"

Gwen nodded, a faint smile on her face. "It’s not exactly a question, since I already know the answer."

Leon elegantly raised an eyebrow. "And what is that?"

She grinned slightly. "Why you made me a First-Class Noble just like Selene."

Leon’s expression changed slightly, but he didn’t say a word. Gwen continued despite his silence.

"I can sense that you did it out of goodwill, but I also know there’s another reason. You want me to keep an eye on Selene, don’t you?"

He nodded. There was no point denying the obvious.

Gwen’s smile didn’t drop. "I guessed so."

Leon looked at her and sighed. "Aren’t you mad that I’m using you? Your feelings..."

Gwen being Selene’s childhood friend was one reason Leon chose her, but the main reason was her feelings for him. He wasn’t an expert about love, but he knew it was an emotion that could make someone do almost anything for the person they loved.

And he... was exploiting that.

’I’m just a normal human... right?’

Gwen chuckled and shook her head, stepping closer to him.

She reached out and cupped his cheeks, smiling gently.

"No, I’m not mad at you. It only solidifies the fact that you’re competent enough to be my man."

A faint tremor passed through Leon’s eyes, and he slowly pulled her hands away from his face.

Before Gwen could feel disappointed, he pulled her into a warm hug.

"Thank you. I can’t respond to your feelings now, so I can only express my gratitude. Thank you, Gwen. For everything."
