Every time it breached the surface, it caused a massive tidal wave that ruthlessly battered Slateport City's fragile marine defenses.

High up in an emergency command center skyscraper in Slateport City, Wallace, Steven, and the Hoenn Elite Four gathered, looking out at the distant Primal Kyogre in absolute horror.

"Gods... what terrifying power!"

"Is this... is this what Kyogre truly looks like?!"

"It's a Sea Monster!" Wallace said, his usually elegant voice trembling with fear.

At that moment, Primal Kyogre let out a violent, deafening whale cry.

The sound seemed to possess a kind of dark, magical power.

Nearly the entire human population of Slateport City felt their hearts skip a beat.

Even Wallace's ace Pokémon, Milotic, shivered under the sheer pressure of the cry.

It was absolute bloodline suppression.

This was not the docile Pokémon of children's stories.

This was the ancient Leviathan that had once sought to drown all the continents of the world!

"Wallace," Steven asked, his face deadly serious.

"When will Sam arrive?"

The Hoenn Elite Four all turned their eyes to Wallace. They knew that human strength was useless here.

Their only hope was to rely on the man who could summon the Lord of the Sky, Rayquaza.

"He should be here soon..." Wallace answered his best friend quickly, checking his holocaster.

"As soon as I received the news that Kyogre had awakened in its Primal form, I immediately contacted Professor Sam for help!"

"Good," Steven nodded grimly.

"Such a monster... humans cannot face it at all."

While Wallace and Steven were silently praying for Sam's arrival, another sound shook the earth.

"ROOOAAAR!!!!!!!"

A furious, earth-shattering growl tore through the storm.

The sheer force of the roar blew away the dark clouds on the horizon, temporarily halting the destructive hurricane in that sector.

Wallace and the others hurried to the opposite window of the skyscraper, looking toward the mainland where the roar had originated.

In the distance, tearing through the landscape, they saw an ancient, titanic beast clad in glowing lava armor.

It was slowly, relentlessly marching in the direction of Slateport City.

"Primal Groudon!!" Wallace exclaimed.

Primal Groudon's physical shape wasn't vastly different from its normal form, but its aura and the oppressive heat it generated were exponentially heavier.

Every time Primal Groudon took a step, it was like a sledgehammer striking the earth.

The ground cracked, and a long trail of molten magma was drawn behind it wherever it walked.

Out in the ocean, Kyogre had been waiting.

Now, it finally saw its ancient enemy.

Refusing to yield an inch, Kyogre let out a massive, challenging whale cry.

It had arrived at Slateport City early because it could travel through the sea, waiting for Groudon to appear.

Groudon, unable to fly or swim, had been forced to measure the earth it loved with its feet, marching all the way from Mt. Chimney.

"ROOOAAAR!!!!!"

Hearing Kyogre's taunt, the already-berserk Primal Groudon unleashed another roar of pure hatred.

Immediately, it began to accelerate, charging toward the coastline.

Primal Groudon's rampage caused countless buildings in its path to collapse. Wherever it went, everything was reduced to a sea of flames.

The absolute power of its Ability, Desolate Land.

All moisture in the air was ruthlessly evaporated. The rain stopped instantly over the land, replaced by an unbearable, scorching heat.

Even Wallace's ace, Milotic, found itself unable to use the most basic Water Gun.

The water element itself was being suppressed by the God of the Earth.

Soon, Groudon crossed the ruins of Slateport's outskirts and stood upon the beach.

As Groudon's feet touched the shoreline, the earth connected to the continental shelf beneath the silent sea.

Boiling magma instantly erupted, replacing the cool seawater along the coast.

Behind Groudon lay an endless, burning expanse of boiling magma. Behind Kyogre raged an endless, turbulent ocean storm.

The weather over Slateport City was torn in half by the two ancient behemoths.

Although the two titans hadn't even begun fighting yet, it was entirely foreseeable that the shockwaves from their very first clash would be enough to wipe Slateport City off the map entirely.

Just as the two behemoths prepared to launch their opening strikes... a silver-white figure pierced through the stormy horizon.

"Liiii~!!"

It was a melodious, majestic cry.

A massive bird with wings stretching 20 meters across broke through the clouds.

Lugia, the God of the Sea.

Seeing the appearance of this Legendary Pokémon, Wallace, Steven, and the Elite Four all looked up, their faces flushing with excitement and profound relief.

Because riding on the back of Lugia were three figures: one man and two women.

The man was their savior.

Sam.

The heavy haze of doom hovering over everyone's hearts vanished the moment Sam arrived.
