"What is that being built?"

Sir Wesley explained with a smile.

"It's called the Clock Tower, apparently belonging to a bank. I'm not exactly sure, but I've heard that once it's completed, the entire city will be able to hear its chimes."

Elaric's face was full of confusion.

"Does it have any significance?"

He knew about banks; though Twilight City was backward, it wasn't a primitive society. It had everything that was supposed to be there, even including kerosene lamps, steam engines, and factories.

He just couldn't figure out why a bank would want to take over the church's job; ringing the bell on the hour was always the church's duty. What was the point of competing for an unprofitable task?

Sir Wesley gently shrugged his shoulders.

"I don't know either, Baron, I'm a soldier and don't understand the mind of designers. But I think... the people who are building it must have thought of its purpose, so let's not worry about it."

This statement seemed to make sense.

Being accustomed to planning everything, Governor Elaric nodded in relief and withdrew his unplaceable curiosity from the Clock Tower standing in the morning mist.

He quickly discovered that even without looking into the distance, he could feel the incredibleness of this city up close.

The carriage continued onward, and the streets became increasingly busy and crowded, filled with the atmosphere of everyday life.

Elaric's expression remained impassive, yet his heart was deeply shocked.

In Twilight City, even small vendors had to economize on water, and drinking tea was a noble indulgence. As for coachmen, being able to have a bowl of hot porridge was a stroke of luck they dared not even dream of, and soft baked bread was a luxury that even respectable citizens would salivate over.

Who bestowed it upon them?!

Even more shocking to this governor was a gentleman waiting for a bus at the public station who unexpectedly pulled out a bronze pocket watch from his cashmere coat to check the time.

From the way he pulled out the watch, Elaric could see at once that he was a commoner.

Yet precisely because of this, he involuntarily widened his eyes.

"Now we still need to look at our watches, but I think soon, we won't even need pocket watches."

Baron Elaric was puzzled.

"Why is that?"

"Because once the Clock Tower is completed, we'll only need to look up to see the time."

He thought of his own city.

Though Twilight City legally belonged to His Majesty the King of Ryan, he had been there for so many years that his affection for it surpassed that for his own territory.

Its streets were in disrepair, its buildings old, with only the noble residences standing out, while the commoners were neighbors with rats.

The citizens, in tattered clothes, queued in long lines before the church just to receive the grain plundered by the Judicial Court from the countryside. And while enduring these charity handouts, they had to gratefully thank the Divine Scholar, regarding the porridge in their bowls as a gift from the Divine.

That was clearly grown by another commoner!

Elaric suddenly understood why the Green Forest Army, which the nobles couldn't handle, was so easily defeated by the Northern Relief Army.

It wasn't a difference in training but a gap between eras!

Facing the commoners of Thunder City, the commoners of Twilight Province resembled beggars.

Of course, they could defeat the feudal lords, for under the lords' banners were also a group of beggars, and angry beggars at that. The proud banners were naturally no match for their fury.

However, when the opponents became the lords of a neighboring country, it became a different scenario—why should they fight so hard for land that had never belonged to them?
